Human resource management is experiencing profound change, new challenges, exciting accomplishments, and much uncertainity. The public service has moved away from the old days of "personnel management" concerned mostly with processing "personal action" paperwork, to a system where public employees are managed as human capital to get the work of the government done more effectively and efficiently. This volume brings together the latest thinking on human resource management in the public service, presented by distinguished thought leaders in the field. While it focuses primarily on federal government policies and practices, the principles, conclusions, and recommendations translate readily to state and local government, and to the private sector as well.

Strategic human capital management plays a critical role in maximizing the government's performance and assuring its accountability to Congress and to the nation as a whole. GAO designated strategic human capital management as a government-wide, high-risk area in 2001. Since then, important progress has been made. However, retirements and the potential loss of leadership and institutional knowledge, coupled with fiscal pressures, underscore the importance of a strategic and efficient approach to acquiring and retaining individuals with needed critical skills. As a result, strategic human capital management remains a high-risk area. This testimony is based on a large body of GAO work issued from January 2014 through February 2015; and ongoing work related to employee engagement. This testimony, among other things, focuses on key human capital areas where some actions have been taken but attention is still needed by OPM and federal agencies on issues such as: (1) the GS classification system; (2) mission-critical skills gaps; (3) performance management; and (4) employee engagement.

Strengthen workforce and employee engagement in today's "new normal" organizational environment. Today's workforces, today's companies, and today's business environments have all changed radically. Even if the economy improves, companies will stay lean, and continue to rely heavily on contingent workforces. Engagement is more crucial than ever, but old approaches to achieving it simply no longer work. In this book the author presents a comprehensive, innovative model of engagement that responds to today's new realities, and helps to anticipate tomorrow's. Drawing on more than 25 years as a pioneering human resources innovator, practitioner, and researcher, the author offers a clear definition of engagement, identifies its real drivers, and specifies achievable strategic outcomes of engagement. He presents new research on how to engage today's multidimensional and changing workforce, in an environment that is as complex as today's workers are. It teaches how to develop adaptable organizational structures and multidimensional HR management systems tailored to the needs of today's workforces, systems that not only strengthen engagement but also deliver the business performance benefits promised by greater engagement. Throughout, he supports his insights with profiles and case studies from many of the world's leading organizations, including IBM, Ernst & Young, Google, SAS, Whole Foods, American Express, Colgate-Palmolive, and ARDEC (U.S. Military R & D Center). -- From publisher's website
