This open access book examines the chronic underperformance of economies with respect to inclusion, sustainability and resilience. It finds that the standard liberal economic growth and development model has evolved over the past century in a fundamentally unbalanced manner that underemphasizes the crucial role of institutions – legal norms, policy incentives and public administrative capacities – in translating market-based growth in the production of goods and services into broad and sustainable gains in social welfare at the household level. Correcting this imbalance of emphasis in economic theory and policy between markets and institutions, production and distribution, and national income and household living standards is the single most important step required to transcend 20th century trickle-down “neoliberalism” and replace it with a more human-centred model of economic progress in the 21st century. The book breaks new ground by integrating the principal institutional dimensions of the social contract into the heart of macroeconomic theory and presenting extensive corresponding reforms of domestic and international economic policy to refocus them on the median living standards, rather than primarily aggregate wealth or GDP, of nations. This is the bottom-line measure of national economic performance, and it depends on the strength of both markets of exchange and institutions in such areas as labour and social protection, financial and corporate governance, competition and rents, anti-corruption, infrastructure and basic necessities, environmental protection, education and skilling, etc. Extensive comparative data are presented demonstrating that countries at every level of economic development have ample policy space to narrow their “welfare gaps” – their underperformance on these and other key aspects of household living standards relative to the frontier of leading policy practice in peer countries.

Investing in People is the world priority of the 21st century. The wellbeing of people is at the center of the agendas of the World Bank, International Monetary Fund, UN, OECD, ILO and all major development organizations. But the concern for people is not new. The celebrated books of Economics Nobel Awardees Theodore Schultz’s Investing in People. The Economics of Population Quality and Gary Becker’s Human Capital were published decades ago and challenged the same human dilemma. Yet, with few exceptions, most countries are still struggling for effective formulas to put people at the center of development. The core issue is that investing in people means improving the quality of education for all. But the main problem is that countries continue to take education as an expense, not as an investment in people. National budgets consider education as a sunken cost, rather than as an investment expected to produce high returns to secure quality improvement as necessary condition for sustainability. Shortcomings are abundant but one thing is certain: unless the quality of education for all is placed front and center in development agendas, chances for progress in the VUCA (volatile, uncertain, complex, ambiguous) environment are curtailed, human centered sustainability and wellbeing will be restrained and inequality will persist. The main problem it is not income inequality, it is education inequality. In the Knowledge Economy the human (as) resources formula is no longer working. Segmentation of the economy and education is probing increasingly counterproductive. The EDUCONOMY is a human centered structure for progress to optimize returns and minimize costs of investing in people. Gallup and Brandon Busteed coined the concept Educonomy to enhance the importance of quality in education backed up by extensive surveys and data bases. Lepeley’s EDUCONOMY. The negligence of humanity in economics has already led to huge inequalities in different spheres. This book does focus on social inequality as the considered root-cause for economic inequality while noticing the interrelations between political, economic, and social inequalities. Therefore, the introduced normative concept aims at the establishment of a long-term perspective in the economic sphere, the fairly-distributed allocation of resources as a result of political interference, and the ensuring of equality of opportunity in the social sphere by realization of the "Theory of liberal Fairness." The intention is to enable citizens as well as societies coping with future challenges while putting the human being back in the center. To allow such a state, the "Theory of reasonable Progress" is proposed as an economic system that is based on Ordoliberalism with some Keynesian elements. The inquiry begins with some theoretical economic concepts and examines the origins as well as different levels of inequality in three countries with their special adoption of a market economy while investigating in each of them the owners of social responsibility. It is followed by a selection of some applicable as well as practicable theories of justice and the compilation of diverse measures in form of a comprehensive tool kit for the establishment of fairness as a response to the growing inequalities in our society. Hereby, the ownership of social responsibility is shared between the public and the private sector. These outcomes will be utilized to develop a framework for the promotion of humanity in economics while also maintaining a high degree of fairness. Consequently, these concepts will be applied to the European Union as an example for their proposed functioning. The arrival of the information society in Japan has radically altered the industrial structure, work patterns and cultural values of its society.
