This book deals with environmental effects on both sides of the border between Bangladesh and India caused by the Ganges water diversion. This issue came to my attention in early 1976 when news media in Bangladesh and overseas, began publications of articles on the unilateral withdrawal of a huge quantity of water from the Ganges River through the commissioning of the Farakka Barrage in India. I first pursued the subject professionally in 1984 while working as a contributor for Bangladesh Today, Holiday and New Nation. During the next two decades, I followed the protracted hydro-political negotiations between the riparian countries in the Ganges basin, and I traveled extensively to observe the environmental and ecological changes in Bangladesh as well as India that occurred due to the water diversion. The Ganges, one of the longest rivers of the world originates at the Gangotri glacier in the Himalayas and flows across the plains of North India. Eventually the river splits into two main branches and empties into the Bay of Bengal. The conflict of diversion and sharing of the Ganges water arose in the middle of the last century when the government of India decided to implement a barrage at Farakka to resolve a navigation problem at the Kolkata Port.

Many decisions on water allocation in river basins are made on economic grounds. Environmental and social benefits of water should also be considered in river basin management, and attempts should be made to value them similarly. This is not a straightforward task and very few studies have directly addressed this issue to date. In this paper, the Menik Ganga (River) in southern Sri Lanka is used as a case study to attempt and evaluate the costs and benefits of environmental water allocations, referred to as ‘environmental flows™ (EF). In this study, a broad definition of EF is used: the components of EF evaluated include the requirements of the religious festival, the requirements of the Yala National Park, the requirements of the Pilinnawa Coastal Wetland and the requirements of the Yala Fishery Management Area, off the coast. Almost all estimates are based on use values of EF such as marketed goods and recreation. For some components multiple estimates have been attempted. The religious EF requirement is estimated using the cost of alternative water supplies. The benefits of the EF requirement for the Yala National Park are estimated using the forgone value of tourism in the dry season and the benefits of avoiding the Human-Elephant Conflict. The Additional expenditure for the park in the dry season is also presented as another proxy estimate of the benefits of EF. The Benefit Transfer method was used for the Pilinnawa Wetland and grassland due to data constraints. The market prices of lobster and income of chank divers are used as proxies for the economic benefits of EF to the Yala Fishery Management Area. Finally, the cumulative value of the individual components is presented and discussed. The paper intends to stimulate discussion and further research on the complex subject of valuing the social and environmental benefits of water whether it is in the Menik Ganga, elsewhere in Sri Lanka or elsewhere in the world.

Based on availability of data and time constraint, study of three valued environmental components river water quality, river flow and fluid plain was carried out. This study aims for assessing the cumulative impacts of point Source discharges in river Ganga catchment from Haridwar to Garhmukteshwar (160 km) on these valued environmental components by using different methods such as for water quality, water quality modeling software QUAL2K, and for river flow, modified tenant and flow duration curve shifting methods for the assessment of environmental flow in river stretch. While for flood plain valued environmental component, qualitative method (matrix method) have been used for assessment of cumulative impact of various activities on flood plain VEC. The result shown that QUAL2K model simulation for future prediction during non-monsoon period River stretch will be affected due to severe degradation of water quality at various sites. Environmental flow assessment using hydrological methods (modified tennat method and flow duration curve shifting method) revealed that in months of lean flow river flows do not meet the requirement of minimal flow required to maintain the river environment in desirable state. Impacts on flood plain valued ecosystem component as another VEC shows that river flood plain was also severely affected.
