Resilient supply chains are crucial to maintaining the consistent delivery of goods and services to the American people. The modern economy has made supply chains more interconnected than ever, while also expanding both their range and fragility. In the third quarter of 2017, Hurricanes Harvey, Irma and Maria revealed some significant vulnerabilities in the national and regional supply chains of Texas, Florida, the U.S. Virgin Islands, and Puerto Rico. The broad impacts and quick succession of these three hurricanes also shed light on the effectiveness of the nation's disaster logistics efforts during response through recovery. Drawing on lessons learned during the 2017 hurricanes, this report explores future strategies to improve supply chain management in disaster situations. This report makes recommendations to strengthen the roles of continuity planning, partnerships between civic leaders with small businesses, and infrastructure investment to ensure that essential supply chains will remain operational in the next major disaster. This Doctor of Ministry major project was designed to find common themes to assist in preaching after a disaster. It examined the issue of theodicy, the need for preaching post-disaster, and how a minister approaches that task. Biblical and historical examples were found that shaped the outcomes of this project. For any who face the challenge of preaching in such a context, this project was designed to help ready them for that task. I was one of those preachers. This project was birthed from my experience of local-church pastoral ministry during and following Hurricane Harvey and the difficulty I found in preaching the Sunday that followed. Preachers stood and delivered God’s Word to people hurting in the aftermath of Hurricane Harvey’s landfall in Texas in late August 2017. Five pastors who led their churches to immediate response and then preached the following Sunday are the subjects of this study. Those sermons by the five pastors were analyzed by DMin students at Trinity Evangelical Divinity School, Deerfield, IL (TEDS) which were followed by interviews of the pastors who preached those sermons. The data was compiled, analyzed, and synthesized with a view to providing a framework that could be used to respond in preaching ministry following a similar disaster. The raw data was shared with an outside party who also analyzed it, becoming a triangulating partner in the research. The key conclusion was that there is a framework from which one can stand and preach following a catastrophe. The conviction that the church is equipped to live through disaster and help others live through disaster provides a solid place to stand and declare the Word of God. A message of hope in a God powerful enough to help and present enough to care is what the people need to hear and what the Bible offers as its message. As part of the framework constructed, suggested sermon outlines are included for preachers facing this task. These outlines follow one of the pieces of the framework: keeping the outlines simple and clear.
