Finally, Harry Shearer, actor, radio host of Le Show, and director of The Big Uneasy, a documentary on Katrina and its aftermath, contributes an article on the various elements that went into the disaster that was Hurricane Katrina.

As part of the review, we visited the hurricane-ravaged Gulf Coast during mid November 2005. We met with government officials, business and community leaders, and volunteers amidst the rubble of what had been their homes, schools, and places of worship. Their courage and fortitude in the face of tragedy was inspirational. And while we were determined to learn the lessons to improve our future disaster response, it was clear that for residents of the Gulf Coast, survival and hope still came a day at a time. We were struck by the decency and compassion of those we met and moved by their continuing emotion and pain. As you know, it is hard for those who have not witnessed first hand the hurricane's destruction and its human toll to fully comprehend the importance of your charge that we prepare to respond more effectively to our fellow citizens in their times of greatest need. This Report then is a tribute to those who have served and those who have suffered. We remember those who lost their lives and all still affected by this tragedy. Though we can never replace their unfathomable losses, we have an obligation to continue helping those still suffering to recover and rebuild their lives.

The government’s response to Hurricane Katrina, one of the most devastating natural disasters in U.S. history, suffered numerous criticisms. Nearly every assessment pointed to failure, from evaluations of President George W. Bush, FEMA, and the Department of Homeland Security to the state of Louisiana and the city administration of New Orleans. In Managing Hurricane Katrina: Lessons from a Megacrisis, Arjen Boin, Christer Brown, and James A. Richardson deliver a more nuanced examination of the storm’s aftermath than the ones anchored in public memory, and identify aspects of management that offer more positive examples of leadership than bureaucratic and media reports indicated. Katrina may be the most extensively studied disaster to date, but the authors argue that many academic conclusions are inaccurate or contradictory when examined in concert. Drawing on insights from crisis and disaster management studies, Boin, Brown, and Richardson apply a clear framework to objectively analyze the actions of various officials and organizations during and after Katrina. Even before the wreckage of a disaster is cleared, one question is foremost in the minds of the public: "What can be done to prevent this from happening again?" Today, news media and policymakers often invoke the "lessons of September 11" and the "lessons of Hurricane Katrina." Certainly, these unexpected events heightened awareness about problems that might have contributed to or worsened the disasters, particularly about gaps in preparation. Inquiries and investigations are made that claim that "lessons" were "learned" from a disaster, leading us to assume that we will be more ready the next time a similar threat looms, and that our government will put in place measures to protect us. In Lessons of Disaster, Thomas Birkland takes a critical look at this assumption. We know that disasters play a role in setting policy agendas—in getting policymakers to think about problems—but does our government always take the next step and enact new legislation or regulations? To determine when and how a catastrophic event serves as a catalyst for true policy change, the author examines four categories of disasters: aviation security, homeland security, earthquakes, and hurricanes. He explores lessons learned from each, focusing on three types of policy change: change in the larger social construction of the issues surrounding the disaster; instrumental change, in which laws and regulations are made; and political change, in which alliances are created and shifted. Birkland argues that the type of disaster affects the types of lessons learned from it, and that certain conditions are necessary to translate awareness into new policy, including media attention, salience for a large portion of the public, the existence of advocacy groups for the issue, and the preexistence of policy ideas that can be drawn upon. This timely study concludes with a discussion of the interplay of multiple disasters, focusing on the initial government response to Hurricane Katrina and the negative effect the September 11 catastrophe seems to have had on reaction to that tragedy.
