In the year that saw the establishment of UN Women, the new United Nations entity for gender equality and women’s empowerment, minority and indigenous women continued to face violence, discrimination and marginalization, stemming both from their identity as women and as members of disadvantaged minority groups. In Latin America, despite the election of women as heads of state in several countries, African descendant and indigenous women remain virtually invisible in public and political life. They are also the population group that has borne the brunt of armed conflict in the region, subjected to rape and sexual violence. As elsewhere, they have little hope of redress against those who assaulted them. In Europe and Oceania, migrant women face economic and social marginalization, and are often unable to access support services because of their immigration status, leaving them trapped in abusive relationships. In 2010, women belonging to Muslim minorities in the global North choosing to wear the face veil also faced increasing pressure, with bans under discussion in many countries. In the Middle East and Africa, minority and indigenous women continue to be subjected to religious and customary legal systems that deny them their rights, while Iraqi refugee women (many of whom belong to religious minorities) elsewhere in the Middle East are increasingly vulnerable to trafficking and sexual exploitation. In Asia, sexual violence against women has again been used as a weapon against minority women, while land seizures are resulting in further economic marginalization of indigenous groups. Humans have had a long relationship with the ebb and flow of tides on river deltas around the world. The fertile soils of river deltas provided early human civilizations with a means of farming crops and obtaining seafood from the highly productive marshes and shallow coastal waters associated with deltas. However, this relationship has at times been both nurturing and tumultuous for the development of early civilizations. The vicissitudes of seasonal changes in river flooding events as well as frequently shifting deltaic soils made life for these early human settlements challenging. These natural transient processes that affect the supply of sediments to deltas today are in many ways very similar to what they have been over the millennia of human settlements. But something else has been altered in the natural rhythm of these cycles. The massive expansion of human populations around the world in both the lower and upper drainage basins of these large rivers have changed the manner in which sediments and water are delivered to deltas. Because of the high density of human populations found in these regions, humans have developed elaborate hydrological engineering schemes in an attempt to "tame" these deltas. The goal of this book is to provide information on the historical relationship between humans and deltas that will hopefully encourage immediate preparation for coastal management plans in response to the impending inundation of major cities, as a result of global change around the world.

In the middle of the twentieth century, governments ignored the negative effects of large-scale infrastructure projects. In recent decades, many democratic countries have continued to use dams to promote growth, but have also introduced accompanying programs to alleviate these harmful consequences of dams for local people, to reduce poverty, and to promote participatory governance. This type of dam building undoubtedly represents a step forward in responsible governing. But have these policies really worked? Flooded provides insights into the little-known effects of these approaches through a close examination of Brazil’s Belo Monte hydroelectric facility. After three decades of controversy over damming the Xingu River, a tributary of the Amazon, the dam was completed in 2019 under the left-of-center Workers’ Party, becoming the world’s fourth largest. Billions of dollars for social welfare programs accompanied construction. Nonetheless, the dam brought extensive social, political, and environmental upheaval to the region. The population soared, cost of living skyrocketed, violence spiked, pollution increased, and already overextended education and healthcare systems were strained. Nearly 40,000 people were displaced and ecosystems were significantly disrupted. Klein tells the stories of dam-affected communities, including activists, social movements, non-governmental organizations, and public defenders and public prosecutors. He details how these groups, as well as government officials and representatives from private companies, negotiated the upheaval through protests, participating in public forums for deliberation, using legal mechanisms to push for protections for the most vulnerable, and engaging in myriad other civic spaces. Flooded provides a rich ethnographic account of democracy and development in the making. In the midst of today’s climate crisis, this book showcases the challenges and opportunities of meeting increasing demands for energy in equitable ways.
