Over the last three decades the global economy has witnessed rapid growth of international trade in services. This has been particularly true of service-intensive countries such as the UK. Developments in information and communication technologies are an obvious explanation for this. We provide empirical evidence for the effects of broadband use on the firm-extensive margin of UK service exports. To deal with the issue of causality we build a novel instrument that exploits exogenous variation in access to broadband technologies owing to the historic telephone network. We find evidence for a causal effect from the Internet on trade in business services, but no evidence for an effect on trade in services more generally.

The rapid diffusion of information and communication technologies (ICT) is believed to be one of several important drivers of international trade and globalisation. The purpose of this dissertation was to analyse whether the three ICT - fixed telephone lines, mobile phones, and the internet - has encouraged international trade in important agri-food products. Gravity models of bilateral trade between countries were chosen to explain international trade. We used panel data of the values of bilateral trade between pairs of countries for the period 1995 to 2009. The empirical results from OLS and negative binomial regression estimation suggest that ICT has an effect on international trade in agri-food products. The impact is, however, not always strong and, contrary to expectations, it is often negative. For the products, ‘wine’ and ‘fruit and vegetable juice’, we found no effect of ICT on trade at all. Although there is great variation in the estimated impacts of individual ICT on international trade, the impact of mobile phones is somewhat stronger than that of fixed telephone lines and of the internet. Die rasante Verbreitung von Informations- und Kommunikationstechnologien (IKT) gilt als einer von vielen treibenden Kräften des internationalen Handels und der Globalisierung. Ziel dieser Dissertation war es herauszufinden, ob die drei IKT - Festnetztelefone, Mobiltelefone und Internet - den internationalen Handel von wichtigen Agrar- und Ernährungsgütern fördert. Gravitationsmodelle des bilateralen Handels wurden ausgewählt um den internationalen Handel zu erklären. Paneldaten wurden genutzt um den bilateralen Handel zweier Länder zwischen den Jahren 1995 und 2009 zu analysieren. Die empirischen Ergebnisse der OLS Schätzung und der negativ binominalen Regression zeigen, dass IKT einen Effekt auf das Handelsvolumen von Agri-food Produkten ausübt. Der Einfluss ist nicht immer stark und entgegengesetzt der Erwartungen, ist der geschätzte Einfluss häufig negativ. Lediglich bei ‚Wein‘ und bei ‚Obst- und Gemüsesäften‘ konnte kein Einfluss von einem speziellen IKT auf den Handel nachgewiesen werden. Obwohl es große Variationen bei den geschätzten Effekten von einzelnen IKT auf den internationalen Handel gibt, ist der Einfluss von Mobiltelefonen größer als der von Festnetztelefonen und dem Internet.

Information and Communication Technology (ICT) is critical for accelerating economic growth and prosperity in developing countries, since everyday practices, experiences and values are incorporated into ICT. Thus, if a developing country wants to gain some benefits from the ICT revolution, it has to become involved in ICT production, and export. Otherwise it will lose the chance to participate in a ve ry dynamic market. However, it is not easy to develop a local ICT industry, and to compete in international markets. Many models exist that assess how healthy the ICT industry of a country is. This study took this a step further and constructed an ASEP Export model, based on the ASEP E-Readiness model, which acts as an assessment tool for the readiness of a country to export ICT. The ASEP model indicators were recycled and redefined and the model was downsized to a firm's level in order to measure the e-readiness of eac h firm to export ICT. Export- related indicators were derived from a study conducted by SRI International in 2004 to assess the capabilities, competitiveness, and export or ientation of Lebanon's ICT industry. The study quantifies the value of the country's readi ness to export ICT by calculating the aggregate of all exporting firms' e-readiness and export competitiveness. The results obtained from redefining the ASEP E-Readiness model and modifying it to incorporate export indicators resulted in the ASEP Export model. The numeric value achieved after computing the developed model, represents the readi ness index for a country to export ICT. However, the calculated index by itself is no t an indicator of how well the industry is doing; the same process has to be repeated in subsequent years to properly assess the situation of the ICT export in a country . The study uses data collected from the Lebanese ICT industry as an illustration. The indicators collected and used in this model lay a framework for governments to act on promoting ICT Export in their country, by comparing the industry's progress over the years and across countries.

Investment in ICT infrastructure development is crucial to international trade through its provision of reliable interconnectedness via communication. This can be augmented via institutional intervention, which addresses opportunistic or rent-seeking behaviours of ICT infrastructure providers and reduces operational costs, among others. However, ICT infrastructural provision in West Africa remains low, necessitating the current drive by the regional economic community (ECOWAS) to make some advancement in this regard for enhanced trade outcomes of members. With the aim of unbundling institutional framework in the infrastructure-export nexus, this study empirically examines the relationship between manufacturing export and ICT infrastructure and articulates how economic and political institutions influence such interaction. Focusing on 14 West African countries, the study uses the Systems Generalised Method of Moments (SGMM) technique to address possible issues of endogeneity and reverse causality. The results reveal that in the face of improved economic and political institutions, particularly those related to enforcement of contracts, the influence of ICT infrastructure in strengthening the exporting capacity from the manufacturing sector is greater. In addition, some measures of economic and political institutions matter more than others. The study recommends that ECOWAS countries promote better institutional quality, particularly in terms of transparency, accountability, corruption control, regulatory quality and the rule of law.

One of the most striking phenomena of China’s remarkable economic growth is that its huge volume of exports are becoming high-tech. China is now the world's largest Information and Communication Technology (ICT) exporter, having overtaken Japan and the European Union in 2003 and the United States in 2004. China's ICT industry is also the largest manufacturing sector within the Chinese economy. This book examines how China has attained this leading position and presents one of the first accounts of China’s ICT development model with specific reference to the experiences of East Asian 'tigers'. It shows how the development of the industry was military-driven before 1978, and how subsequently Chinese policymakers, struggling with domestic market reform and challenged by trade liberalisation and globalisation, managed to push through ICT development strategies. Overall, it discusses the debates between policymakers as to the most appropriate economic development strategy for 'catching-up' and demonstrates how China moved away from the across-the-board protectionist and interventionist industrial policies pursued by many developing countries, but has not wholeheartedly followed the neo-liberal free trade and market polices favoured by the World Bank, WTO and IMF. By doing so, it sheds light on the limitations of China’s strategies moving forward, and identifies policy lessons for other developing countries.
