This book examines how theoretically optimal concepts actually get implemented in the hard terrain of emerging Asia. It gleans lessons from five Asian countries \2014 Bangladesh, India, Indonesia, Nepal, and Sri Lanka \2014 based on their experiences with expanding ICT connectivity. It reports the findings of a cutting-edge 3000+ sample demand-side survey of telephone use at the "bottom of the pyramid" in India and Sri Lanka. It considers the problem of expanding connectivity from different angles: that of the user, the operator, the policymaker, the regulator, and civil society. And it sheds light on a range of situations and technologies, like telephone use in post-conflict regions of Sri Lanka, Wi-Fi deployment in Indonesia, and universal service obligations in India

Currently, around one to two billion users are able to connect to the Internet, most of them living in the industrialized parts of the world. However, if we want to improve the quality of life of the world population with the help of access to information and education, it is necessary that in the next decade an additional five billion people gain access to the Internet. The next five billion Internet users are mainly living in emerging economies. Therefore, the main challenge is to lower the economic barrier using new approaches for infrastructure deployment and service delivery to billions of people. This book reflects the discussions of the challenges from the Münchner Kreis with representatives from the ICT industry, academia, non-governmental organizations and governmental development organizations, among them many representatives from emerging economies in Africa and Asia. They had highlighted the real demand for ICT, and what impact ICT creates for the wealth and lifestyle of the people.

The evolution of the information and communciations technology (ICT) paradigm is shifting the basis for economic activity from material and labour inputs to knowledge and information inputs, spawning the knowledge-based economy. In East Asia, it is evident that the emergence of the knowledge-based economy is disrupting the flying-geese pattern of development and creating a new industrial geography. This book gives a picture of the shifting industrial geography in the region based on accounts of the status of the knowledge-based economy in ten individual East Asian economies. For some economies the increased production of ICT equipment and services is the pathway to the knowledge-based economy and even to leapfrogging ahead of more advanced economies. Other economies are focused on putting in place the physical and institutional infrastructure to connect to electronic networks and avoid the digital divide. For yet others, the emergence of the knowledge-based economy is expanding their role in the region, adding the role of ICT hub.

Advancements in information and communication technology (ICT) have expanded the possibilities for trade in modern services. Many emerging and developed Asian economies are increasingly participating in these new trade activities. This study examines the export performances of emerging and developed Asian economies in selected modern services -- computer and information, business and professional, and telecommunications -- using a stochastic frontier gravity model. Estimation results show that the performances of emerging economies in South Asia and the Association of Southeast Asian Nations (ASEAN), in terms of realization of export potential, are considerably weaker than those of developed economies in North America and Europe. The results show that the number of graduates and the quality of ICT infrastructure in emerging economies are among the key factors in realizing services export potential. These findings suggest that emerging economies need to remove behind-the-border constraints and adopt advanced technologies to catch up with high-performing developed economies.

Early adoption of information and communication technology can allow developing countries in Asia and the Pacific to move from labor-intensive, natural resources-based to knowledge-based economies. Higher education institutions must adopt an institution-wide, holistic information and communication technology (ICT) strategy, not a project-based approach, to avoid redundancies, obsolescence, and large maintenance costs. A coordinated top-down plus bottom-up intervention is best, with three areas requiring attention: infrastructure, application software, and staff development. ICT investments in higher education institutions in support of teaching, research, and community engagement are essential for developing and retaining competitive advantage in the knowledge economy.
