The Universal Declaration of Human Rights endorsed in 1948 by member states of the United Nations continues to remain very much valid as it provides the solid foundation for most actions and activities that are aimed at guaranteeing the rights of everybody. The rights enunciated in the Declaration are comprehensive and two that are relevant to the content of this book are the right to education and the right to learn. The right to education and the right to learn are known to have been hotly debated by politicians, policy makers, and implementers. Sometimes, the rights in question here have found their way into political parties’ manifestoes, and advocates oftherighttoeducation andtherighttolearnhavebeenquicktobringintojudgment politicians who have not lived up to their promises. Even at that, many member states of the United Nations have taken steps to ensure that access to learning is jealously guarded. For education and lifelong learning remain among the primary forces that can guarantee individual, community and national development, as they had always been from time immemorial. Globally, there has been ample evidence of efforts made by governments to p- mote the widening of access to participation in learning activities. Even so, the literature on the subject of access and participation has not captured suf ciently what has happened across the world in terms of providing access outside national boundaries in the context of globalization and the rapid creation of the knowled- based economies of the 21st century.

Managing biosecurity is everybody’s business. The book’s multi-site, multi-sectoral research contributes to an holistic, evidence-based strategy for managing plant biosecurity in complex contexts. What happens when Chinese American youths travel to mainland China in search of their ancestral roots, only to realize that in many ways they still feel out of place, or when mainland Chinese realize that the lives of the Chinese abroad may not be as good as they had imagined? By considering programs designed to facilitate interactions between overseas Chinese and their ancestral homelands, Andrea Louie highlights how these programs not only create opportunities for new connections but also reveal the disjunctures that now separate Chinese Americans from China and mainland Chinese from the Chinese abroad. Louie focuses on “In Search of Roots,” a program that takes young Chinese American adults of Cantonese descent to visit their ancestral villages in China’s Guangdong province. Through ethnographic interviews and observation, Louie examines the experiences of Chinese Americans both during village visits in China and following their participation in the program, which she herself took part in as an intern and researcher. She presents a vivid portrait of two populations who, though connected through family ties generations back, are meeting for the first time in the context of a rapidly changing contemporary China. Louie situates the participants’ and hosts’ shifting understandings of China and Chineseness within the context of transnational flows of people, media, goods, and money; China’s political and economic policies; and the racial and cultural politics of the United States.

This collection brings together a variety of anthropological, historical and sociological case studies from Central Asia and the Caucasus to examine the concept of translocality. The chapters scrutinize the capacity of translocality to describe, in new ways, the multiple mobilities, exchange practices and globalizing processes that link places, people and institutions in Central Asia and the Caucasus with others in Russia, China and the United Arab Emirates. Illuminating translocality as a productive concept for studying cross‐regional connectivities and networks, this volume is an important contribution to a lively field of academic discourse. Following new directions in Area Studies, the chapters aim to overcome ‘territorial containers’ such as the nation‐state or local community, and instead emphasize the significance of processes of translation and negotiation for understanding how meaningful localities emerge beyond conventional boundaries. Structured by the four themes ‘crossing boundaries’, ‘travelling ideas’, ‘social and economic movements’ and ‘pious endeavours’, this volume proposes three conceptual approaches to translocality: firstly, to trace how it is embodied, narrated, virtualized or institutionalized within or in reference to physical or imagined localities; secondly, to understand locality as a relational concept rather than a geographically bounded unit; and thirdly, to consider cross‐border traders, travelling students, business people and refugees as examples of non-elite mobilities that provide alternative ways to think about what ‘global’ means today. This seminal book develops a new perspective on the debate concerning the Europeanisation of private law. The theory is both realistic, building on existing experience, and normative as it focuses on the future. It outlines 'good' Europeanisation in which legal sources can be used across borders; hence the free movement of legal ideas. At its core, is the analysis of the legal consequences of growing societal uncertainty and increasing use of micro-politics, leading to a situation where the law develops through small narratives rather than according to a coherent master plan. The inevitable rule of law concerns around such a development, have to be addressed by transparent legal reasoning. The author masterfully illustrates how this can be achieved in decision-making across Europe, drawing on arguments which are both substantive and authoritative in nature. He shows how all legal actors, including decision-makers and scholars, are morally responsible for the choices made. This is a fascinating intervention in the field of European private law by one of its leading authorities.

Books Across Borders: UNESCO and the Politics of Postwar Cultural Reconstruction, 1945-1951 is a history of the emotional, ideological, informational, and technical power and meaning of books and libraries in the aftermath of World War II, examined through the cultural reconstruction activities undertaken by the Libraries Section of the United Nations Educational, Scientific and Cultural Organization (UNESCO). The book focuses on the key actors and on-the-ground work of the Libraries Section in four central areas: empowering libraries around the world to acquire the books they wanted and needed; facilitating expanded global production of quality translations and affordable books; participating in debates over the contested fate of confiscated books and displaced libraries; and formulating notions of cultural rights as human rights. Through examples from France, Poland, and surviving Jewish Europe, this book provides new insight into the complexities and specificities of UNESCO’s role in the realm of books, libraries, and networks of information exchange during the early postwar, post-Holocaust, Cold War years.
