The Pan-European Biological and Landscape Strategy (1996) aims to halt the degradation of landscape and biological diversity across the European region. Action Theme 2 of the Strategy relates to the integration of landscape and biological diversity into other sectors including transport. This Code of Practice contributes to this progress. The Code relates to linear transport systems, comprising roads, railways and inland navigation along waterways, such as canals and rivers. It aims to assist elected representatives, decision makers, and practitioners as well as nature conservation bodies in the understanding of the main issues and solutions associated with the planning, design and use of linear transportation networks i.e. roads, railways and inland navigation channels, in relation to the landscape and biological diversity. Other modes of transport are outside the scope of this CodeThe Code sets a political and social framework and proposes policy options for the development of new, and the maintenance of existing linear transport systems in relation to biological and landscape diversity. By building on examples, the Code has developed a series of Practice Pointers.

The introduction of alien species can upset ecosystems and have been identified as the second main cause of species extinction at a global level after habitat loss or deterioration. This publication sets out a European strategy to address this issue, developed in the framework of the Bern Convention and in line with guidelines adopted in 2002 on biological diversity. This strategy seeks to encourage the implementation of co-ordinated measures in all European states which are designed to prevent or minimise adverse impacts of non-native species on native biological diversity.

The Council of Europe's Convention on the Conservation of European Wildlife and Natural Habitats, or "Bern Convention", came into force on 1 June 1982. The aim of the Bern Convention is to conserve biodiversity through a regional pan-European framework extended to include the Mediterranean regions and Africa. This document contains the texts adopted between 2001 and 2004 by the Standing Committee, a body composed of representatives of the Contracting Parties, whose meetings are attended also by observers. The Standing Committee is responsible for following the application of the Convention and can make recommendations to the Contracting Parties concerning measures to be taken for its implementation.

Beginning with an overview of data and concepts developed in the EU-project HABIT-CHANGE, this book addresses the need for sharing knowledge and experience in the field of biodiversity conservation and climate change. There is an urgent need to build capacity in protected areas to monitor, assess, manage and report the effects of climate change and their interaction with other pressures. The contributors identify barriers to the adaptation of conservation management, such as the mismatch between planning reality and the decision context at site level. Short and vivid descriptions of case studies, drawn from investigation areas all over Central and Eastern Europe, illustrate both the local impacts of climate change and their consequences for future management. These focus on ecosystems most vulnerable to changes in climatic conditions, including alpine areas, wetlands, forests, lowland grasslands and coastal areas. The case studies demonstrate the application of adaptation strategies in protected areas like National Parks, Biosphere Reserves and Natural Parks, and reflect the potential benefits as well as existing obstacles. A general section provides the necessary background information on climate trends and their effects on abiotic and biotic components. Often, the parties to policy change and conservation management, including managers, land users and stakeholders, lack both expertise and incentives to undertake adaptation activities. The authors recognise that achieving the needed changes in behavior – habit – is as much a social learning process as a matter of science-based procedure. They describe the implementation of modeling, impact assessment and monitoring of climate conditions, and show how the results can support efforts to increase stakeholder involvement in local adaptation strategies. The book concludes by pointing out the need for more work to communicate the cross-sectoral nature of biodiversity protection, the value of well-informed planning in the long-term process of adaptation, the definition of acceptable change, and the motivational value of exchanging experience and examples of good practice.
