This report reviews the US Government's energy policy and analyses its implications for the energy trade worldwide and global environmental issues. Topics considered are: general energy policy; energy and the environment; energy efficiency; electricity production, nuclear power; oil, coal and gas; renewable energy; research and development. The report finds that US energy policy is in transition, with the National Energy Policy placing increased emphasis on domestic energy production and economic growth. The US has withdrawn from the Kyoto Protocol and plans to pursue its own approach to the climate change issue. Energy efficiency is an important complement to expanding energy supply, but insufficient to match rising demand. The power crisis in California has slowed progress on market reform. The challenge for the electricity market is to create a small number of regional markets operating under consistent regulatory regimes. The National Energy Policy promotes nuclear energy, but no specific policies are proposed to encourage the construction of new plants. The decision on the Yucca Mountain repository will be important for the future of nuclear power worldwide.

This open access book identifies the multiple ways that IEA’s studies of civic and citizenship education have contributed to national and international educational discourse, research, policymaking, and practice. The IEA International Civic and Citizenship Education Study (ICCS), first conducted in 2009, was followed by a second cycle in 2016. The project was linked to the earlier IEA Civic Education Study (CIVED 1999, 2000). IEA’s ICCS remains the only large-scale international study dedicated to formal and informal civic and citizenship education in school. It continues to make substantial contributions to understanding the nature of the acquired civic knowledge, attitudes, and participatory skills. It also discusses in-depth how a wide range of countries prepare their young people for citizenship in changing political, social, and economic circumstances. The next cycle of ICCS is planned for 2022. In this book, more than 20 national representatives and international scholars from Europe, Latin America, Asia, and North America assess how the processes and findings of the 2009 and 2016 cycles of ICCS and CIVED 1999/2000 have been used to improve nations’ understanding of their students’ civic knowledge, beliefs, attitudes, current civic-related behaviors, and intentions for future participation in a comparative context. There are also chapters summarizing the secondary analysis of those studies’ results indicating their usefulness for educational improvement and reflecting on policy issues. The analyses and reflections in this book provide timely insight into international educational discourse, policy, practice, and research in an area of education that is becoming increasingly important for many societies.

This comprehensive survey of renewable energy RDandD is intended to provide guidance for the mid- and long-term development of renewable energy technologies. RDandD investment in renewable energy technologies has declined over the past 18 years. At the same time, market deployment funding has increased, but the market share of renewables has decreased. Energy supply from technologies that were close to being competitive in the early 70s, such as hydropower, biomass combustion and geothermal, has not subsequently grown at the same rate as the total primary energy supply. This book reviews the current status of the portfolio of renewable technologies and provides guidance on their development. It explores the options for the RDandD to achieve breakthroughs that will lead to large-scale markets and identifies what activities should take priority. It also looks at the benefits of increased RDandD funding in terms of technological advancement and cost improvement. Country reports provide information on national renewable RDandD budgets and programme trends.

This study considers how energy efficiency and other factors (such as economic structure, income, lifestyle, prices, and fuel mix) have shaped developments of energy use and carbon dioxide emissions in IEA countries, since the organisation was founded 30 years ago. Findings include that the rate of energy savings in IEA economies has slowed since 1990, as has the decline in carbon dioxide emissions relative to GDP. This shows that the changes caused by the oil price shocks in the 1970s and the resulting energy policies did considerably more to control growth in energy demand and reduce carbon dioxide emissions than the energy efficiency and climate policies implemented in the 1990s.
