"This report explores the changing face of project finance in developing markets. IFC, and more recently, other multilateral, bilateral, and export credit institutions have played a strong suportive role in bringing project finance to its current volumes. This role was highlighted in 1998, when these institutions sustained flows of an estimated $25 billion at a time when there was an abrupt decline in some types of private flows. IFC, in particular, was a pioneer of project finance in developing countries and has a unique depth of experience in this field, which spans more than 40 years in the practical implementation of some 2000 projects, many of them on a limited-recourse basis. Particularly in today's marketplace, IFC's ability to mobilize finance (both loan and equity for its own account and syndicated loans under its B-loan program), the strength of iis project appraisal capabilities, and its experience in structuring complex transactions in difficult environments have been reassuring to other participants and important to the successful financing of many projects. This report draws on IFC's experience in more than 230 greenfield projects costing upward of $30 billion that relied on project finance on a limited-recourse basis (see Appendix A). IFC, a sister organization of the World Bank and member of the World Bank Group - is the largest global development institution focused on the private sector in emerging markets. IFC estimates that the actions required by the 2015 Paris Agreement will open up about twenty-three trillion in investment opportunities in twenty-one of the largest emerging markets between now and 2030. Most governments lack the capacity to finance the trillions required for their nationally determined contributions (NDCs) to the Paris accords, which is why the private sector including financial institutions has stepped up. Based on IFC's estimates, about 30 percent of banks' loan portfolios could be climate-related by 2030, up from 7 percent this day. Development is not only growth in output and incomes, but also change - new technologies, better management, improved financing techniques. The activities of the International Finance Corporation (IFC) promote growth as well as support these changes. Therefore, this paper reports not only on growth effects measured by economic rates of return, but also on the process of transformation set in motion by IFC's activities. Perhaps the most fundamental way in which the Corporation contributes to development is by investing only in projects that offer a satisfactory ex-ante economic rate of return. This paper presents the results of an analysis of 110 IFC projects for which comparable data are available. It then focuses on the crucial process by which IFC translates potential benefits into reality. It is during the appraisal process that IFC uses its technical, financial, and managerial expertise to improve the viability of a project. Another important development contribution is the help that IFC provides companies in trouble; without financial viability there can be no development benefit. Further sections of the paper illustrate other important development contributions such as the achievement of externalities as well as IFC's role in helping governments to attain sectoral or broader policy objectives. Lastly, the paper deals with noninvestment operations.

The development paradigm has shifted toward private investment, and the private sector has become central in development strategies. There is much to be learned about how to effectively facilitate and mobilize private sector contributions to development. Effective monitoring and evaluation (M and E) systems are critical for learning to catalyze private sector development. In line with this advance, the International Finance Corporation and the Multilateral Investment Guarantee Agency are developing and refining their M and E efforts. In this Biennial Report on Operations Evaluation, the Independent Evaluation Group takes stock of the evolution of the M and E systems in the two organizations, assessing their adequacy, coverage, and quality, as well as their respective results measurement systems. IEG acknowledges progress by the two institutions. IFC has advanced its systems for gathering, analyzing, and applying project information and has strengthened its coverage of indicators that measure results. Information from M and E has become more prominent in its business decisions. However, the institution’s corporate goals are built on indicators of client reach that cannot be solely attributable to IFC, so there is no credible articulation of IFC’s impact. MIGA has introduced self-evaluation of its projects and started gathering some standard development indicators. As a result, individual learning is taking place in the institution. The report shows the importance of IFC and MIGA managements continuing their efforts to deepen M and E and improve their systems. To gain the full benefit of learning from evidence that M and E brings to light, key areas need improvement. IEG offers recommendations for IFC regarding quality, verification of data, and tracing effects. For MIGA, IEG notes that it needs to adapt and streamline its evaluation approach to fit its business practices.
