Throughout the developing world, women, working together with men, play the dual roles of agricultural producers and household caregivers and are the key to securing household food security and nutrition. At the same time, the division of rights, resources, and responsibilities between men and women often results in higher vulnerability of women and girls to undernutrition, micronutrient malnutrition, poor health, and a general lack of time to accomplish their daily tasks. As the global community mobilizes in support of Sustainable Development Goal (SDG) 5 on gender equality and women’s rights, at least 11 of the 17 SDGs include indicators related to gender dynamics-the social relations between men and women. SDG2, ending world hunger, explicitly mentions addressing the constraints for women who are small-scale food producers and the nutritional needs of women and adolescent girls. To monitor progress toward these goals, significant global commitments have been made to close the gender data gap. Closing this data gap means paying close attention to gender dynamics in all of IFPRI’s strategic research areas.

"The global food policy landscape is rapidly changing. Food prices are increasingly volatile. Rising incomes, urbanization, and changing dietary preferences are transforming food supply chains. Climate change and weather-related shocks are escalating. And the growing scarcity of water, energy, and land means that in order to feed a growing global population, agricultural and food systems must do more with less. As the world faces unprecedented challenges, IFPRI has developed a new strategy to address the most critical food policy issues. The new strategy identifies six research areas focused on ensuring sustainable food production, promoting healthy food systems, improving markets and trade, transforming agriculture, building resilience, and strengthening institutions and governance. The important role of gender is addressed throughout these research areas. Specific priorities are articulated for each major region where the Institute conducts its research. This is particularly important as the Institute has increased its country presence significantly to support country-led agricultural and food security strategies. There is also a sharp focus on achieving impact, with the recognition that evidence-based policies can help achieve high returns on investment, particularly for policymakers operating with limited financial resources. Successfully implementing the strategic research areas will require working across disciplines and sectors and relying on the new CGIAR Research Programs and our vast network of partners. In the first decade of the twenty-first century, countries within Sub-Saharan Africa reached milestones that seemed impossible only ten years ago: macroeconomic stability, sustained economic growth, and improved governance. Continuing this pattern of success will require enhancing the region’s agricultural sector, in which a large proportion of poor people make a living. The authors of Strategies and Priorities for African Agriculture: Economywide Perspectives from Country Studies argue that, although the diversity of the region makes generalization difficult, increasing staple-crop production is more likely to reduce poverty than increasing export-crop production. This conclusion is based on case studies of ten low-income African countries that reflect varying levels of resource endowments and development stages. The authors also recommend increased, more efficient public investment in agriculture and agricultural markets and propose new directions for future research. The last ten years have been an encouraging time for one of the world’s poorest regions; this book offers an analysis of how recent, promising trends can be sustained into the future.

Achieving gender equality and women’s empowerment in food systems can result in greater food security and better nutrition, and in more just, resilient, and sustainable food systems for all. This paper uses a scoping review to assess the current evidence on pathways between gender equality, women’s empowerment, and food systems. The paper uses an adaptation of the food systems framework to organize the evidence and identify where evidence is strong, and where gaps remain. Results show strong evidence on women’s differing access to resources, shaped and reinforced by contextual social gender norms, and on links between women’s empowerment and maternal education and important outcomes, such as nutrition and dietary diversity. However, evidence is limited on issues such as gender considerations in food systems for women in urban areas and in aquaculture value chains, best practices and effective pathways for engaging men in the process of women’s empowerment in food systems, and for addressing issues related to migration, crises, and indigenous food systems. And while there are gender informed evaluation studies that examine the effectiveness of gender- and nutrition- sensitive agricultural programs, evidence to indicate the long-term sustainability of such impacts remains limited. The paper recommends keys areas for investment: improving women’s leadership and decision-making in food systems, promoting equal and positive gender norms, improving access to resources, and building cross-contextual research evidence on gender and food systems.
