La obra analiza el proyecto de revisión del Concordato de 1953, que responde a la necesidad de incorporar los contenidos del Concilio Vaticano II al ordenamiento jurídico español. Las negociaciones oficiales nacen en 1968, como consecuencia de la correspondencia entre Pablo VI y Franco. Ello propicia la formación de dos equipos de trabajo —uno en la Embajada española ante la Santa Sede, y otro en el Ministerio de Justicia— que redactan, sucesivos proyectos concordatarios. Un año después, la Embajada comienza a trabajar con la Secretaría de Estado de El Vaticano y, en julio de 1970 redactan, conjuntamente, el Anteproyecto «ad referendum». Sin embargo, este Anteproyecto es analizado por Pedro Lombardía, que redacta, a petición del Ministerio de Justicia, un Informe proponiendo una regulación alternativa a la presentada por la Embajada. A pesar de los esfuerzos negociadores, fracasan los distintos proyectos presentados, debido a las distintas posturas que tienen la Santa Sede y el Estado español sobre otras cuestiones, tales como la conveniencia de incluir a los obispos auxiliares en el sistema de prenotificación. En septiembre de 1972 Garrigues presenta su dimisión. Habrá que esperar hasta 1979 —año en el que se firman los cuatro últimos Acuerdos parciales— para ver definitivamente cerrado un proceso que se había iniciado en los últimos meses de 1965.
