La parola «cibo» è una delle più belle e necessarie del nostro vocabolario politico, dal momento che l’accesso al cibo – sicuro, sano, adeguato – oltre che una necessità, è un diritto fondamentale. In questa prospettiva, strettamente intrecciata alla storia delle nostre democrazie, affronta l’argomento Stefano Rodotà, in una lucida analisi che nasce da una conferenza tenuta alla Fondazione Corriere della Sera per il ciclo Convivio. Ripercorre i cambiamenti dei modi in cui nei secoli si è affrontato il tema dell’alimentazione, tra bisogno e abbondanza: dalla carità evangelica riservata agli ignudi alle prime teorizzazioni di Montesquieu sugli obblighi dello Stato sociale, fino alla definizione giuridica del diritto al cibo all’interno della Dichiarazione universale dei diritti dell’uomo e di alcune moderne costituzioni degli Stati nazionali. E mostra quanto possa pesare la relazione tra alimentazione, dignità e cittadinanza globale, in un mondo in cui ancora oggi povertà e fame non sono determinate solo dalla scarsità delle risorse ma anche dal modo in cui esse sono prodotte e distribuite.

Con la presente Risoluzione il Consiglio interviene sul tema del diritto al cibo e ribadisce che il gravissimo problema della fame nel mondo rappresenta un oltraggio e altresì una violazione della dignità umana e richiede l'adozione di misure urgenti sia a livello nazionale che regionale e internazionale per la sua eliminazione. Tutte le persone devono aver diritto al cibo sicuro, sufficiente e nutriente, coerente con il diritto a un'alimentazione adeguata e il diritto fondamentale di ognuno di essere libero dalla fame, così da poter sviluppare e mantenere pienamente le pro proprie capacità fisiche e mentali. Il Consiglio ricorda, inoltre, quanto sia intollerabile che, così come stimato dal Fondo delle Nazioni Unite per l'infanzia, quasi la metà di tutte le morti di bambini di età inferiore ai cinque anni sia attribuibile alla denutrizione, la quale espone i bambini ad un rischio ancora più alto di morte causata da infezioni comuni. Gli Stati sono incoraggiati anche a integrare una prospettiva di genere nei programmi di sicurezza alimentare e ad agire per eliminare la disuguaglianza di genere e la discriminazione contro le donne, in particolare laddove tali disuguaglianze e discriminazioni contribuiscono alla malnutrizione di donne e ragazze. Più in generale l’invito rivolto agli Stati è quello di prendere in considerazione la revisione di qualsiasi politica o misura che potrebbe avere un impatto negativo sulla realizzazione del diritto all'alimentazione.
