Matilde Serao pubblicò Il paese di Cuccagna a puntate su Il Mattino, quotidiano da essa stessa diretto, nel 1890 e l'anno dopo in volume. Sensibile alle tematiche sociali, l'autrice si occupa in questo romanzo del gioco del lotto e degli effetti devastanti che esso ha sui vari strati della popolazione. Attraverso le storie drammatiche dei vari personaggi, segue il lento avanzare della rovina morale e materiale provocata dalla febbre del gioco, soffermandosi su quella cornice di cabala e mistero che lo circonda e che fondendosi con credenze e tradizioni locali contribuisce al suo dilagare.Il romanzo rappresenta anche un'importante e accurata testimonianza della società e della cultura partenopea di fine Ottocento, ma a differenza della letteratura verista e delle opere di Verga, di cui subisce l'influenza, si caratterizza per il forte carattere di denuncia in esso presente, come del resto il più famoso Il ventre di Napoli.

Con il toponimo Cuccagna nella cultura popolare, viene indicato il favoloso paese ove regnano l'abbondanza e le delizie del cibo: qui infatti spensieratezza e godimento assoluto sono raggiunti facilmente senza sforzo o sacrifici. Nella nostra tradizione cuccagna è presente però anchen egli usi figurati del linguaggio, infatti designa, per estensione, tanto le prelibatezze alimentari, quanto le fortunate combinazioni del vivere, in contesti che alludono ora a giochi di piazza, ora a momenti di festa e di euforica aggregazione sociale. La Serao nel suo romanzo di ambientazione napoletana, destinato però a un pubblico non locale, seppe sfruttare la complessità semantica del termine. Cuccagna - parola che d'ora in poi scriveremo con la maiuscola - fu per lei sopratutto il nome di una città dedita in settimana, gli abitanti inseguivano, con ostinata convinzione, da visionari, il miraggio dell'arrichimento improvviso e si condannavano ad una vita irreale, sperando in una meta impossibile, riconosciuta solo da una farneticante geografia immaginaria.
