This book deals with the reception of Italian elitism in the United States, identifying its key protagonists, phases, and themes. It starts from the reconstruction of the scientific and political debates aroused in the United States by the works of Mosca, Pareto, and Michels, and moves on to define their theoretical influence in the American scientific and academic contexts. The analysis takes into consideration the period from the first contact between elitists and American academia in the early 1920s to the publication of The Power Elite by Mills, in 1956, which marks the emancipation of American elitism. After introducing the fundamental principles of elite theory, the first part of the study reconstructs the debate that it aroused beyond the Atlantic. The second part examines the original American reworking of the elitist lesson, concentrating on the works of the authors most strongly influenced by it: Joseph A. Schumpeter, Harold D. Lasswell, and Charles W. Mills. The book aims to shed light on the contribution of Italian elitism to the development of American political thought.

Il realismo politico ha sempre coltivato l’ambizione di penetrare il segreto più oscuro del potere. La realtà cui allude spesso polemicamente il realismo politico è infatti la cruda realtà del potere e del conflitto: una realtà che soggiace a implacabili «regolarità » e che scaturisce dai caratteri immutabili della «natura umana». Questo volume cerca però di mostrare come ogni progetto che si ispira al realismo politico si trovi lacerato da un paradosso strutturale. Da un lato, il realismo ambisce infatti a far discendere la propria comprensione delle «regolarità» della politica da una conoscenza ‘realistica’ della «natura umana», intesa come paradigma invariante. Dall’altro, è invece consapevole della pervasività del «politico»: si trova perciò a sospettare che tutti i concetti politici siano concetti polemici e che le logiche del potere plasmino anche il modo di concepire la «natura umana». Ma il mancato riconoscimento della tensione fra natura e cultura rischia di occultare ciò che davvero contrassegna il «politico». E solo assumendo come punto di partenza il paradosso in cui si trova costretto il realismo, diventa invece possibile tornare a interrogarsi sull’ontologia del «politico» e sui più remoti «segreti del potere».

Il cosmopolitismo e la dottrina dei diritti umani risalgono a tradizioni politiche teoriche sostanzialmente diverse, ma condividono un fondamentale tratto comune: il costante riferimento a orientamenti universalistici di valore fatti su misura per tutelare il valore dell’individuo. I diritti umani rappresentano la bussola di orientamento del cosmopolitismo, nel senso che sono giusti o giuridicamente validi su un piano etico-razionale per tutti e in generale e perciò risultano applicabili in tutto il mondo. A condizione, però, di essere rivendicati “dal basso” e di non essere fatti cadere paternalisticamente dall’alto sulla testa dei loro beneficiari. Solo un cosmopolitismo democratico, cioè, è compatibile con il pluralismo morale ed è realisticamente in grado di promuovere il diritto di tutti gli individui di scegliere la vita che essi ritengono opportuno condurre.
