This book describes the main patterns and trends of drug trafficking in Latin America and analyzes its political, economic and social effects on several countries over the last twenty years. Its aim is to provide readers an introductory yet elaborate text on the illegal drug problem in the region. It first seeks to define and measure the problem, and then discusses some of the implications that the growth of production, trafficking, and consumption of illegal drugs had in the economies, in the social fabrics, and in the domestic and international policies of Latin American countries. This book analyzes the illegal drugs problem from a Latin American perspective. Although there is a large literature and research on drug use and trade in the USA, Canada, Europe and the Far East, little is understood on the impact of narcotics in countries that have supplied a large share of the drugs used worldwide. This work explores how routes into Europe and the USA are developed, why the so-called drug cartels exist in the region, what level of profits illegal drugs generate, how such gains are distributed among producers, traffickers, and dealers and how much they make, why violence spread in certain places but not in others, and which alternative policies were taken to address the growing challenges posed by illegal drugs. With a strong empirical foundation based on the best available data, Illegal Drugs, Drug Trafficking and Violence in Latin America explains how rackets in the region built highly profitable enterprises transshipping and smuggling drugs northbound and why the large circulation of drugs also produced the emergence of vibrant domestic markets, which doubled the number of drug users in the region the last 10 years. It presents the best available information for 18 countries, and the final two chapters analyze in depth two rather different case studies: Mexico and Argentina.

Taking an ethnographic approach to understanding urban violence, Enrique Desmond Arias examines the ongoing problems of crime and police corruption that have led to widespread misery and human rights violations in many of Latin America's new democracies. Employing participant observation and interview research in three favelas (shantytowns) in Rio de Janeiro over a nine-year period, Arias closely considers the social interactions and criminal networks that are at the heart of the challenges to democratic governance in urban Brazil. Much of the violence is the result of highly organized, politically connected drug dealers feeding off of the global cocaine market. Rising crime prompts repressive police tactics, and corruption runs deep in state structures. The rich move to walled communities, and the poor are caught between the criminals and often corrupt officials. Arias argues that public policy change is not enough to stop the vicious cycle of crime and corruption. The challenge, he suggests, is to build new social networks committed to controlling violence locally. Arias also offers comparative insights that apply this analysis to other cities in Brazil and throughout Latin America.

This book undertakes a psychotropic analysis of texts that deal with the violence of drug trafficking and interdiction, especially in Mexico. While most critics of so-called narcoculture have either focused on an aesthetic “sobriety” in these works or discounted them altogether as exploitative and unworthy of serious attention, Drugs, Violence, and Latin America illuminates how such work may reflect and intervene in global networks of intoxication. Theorizing a “dialectics of intoxication” that illustrates how psychotropy may either solidify or destabilize the self and its relationship to the other, it proposes that these tendencies influence human behavior in distinct ways and are leveraged for social control within both licit and illicit economies. A consideration of a countercultural genealogy in Latin America provides a contrastive psychotropic context for contemporary novels that exposes links between narcoviolence and consumerism, challenging our addictions of thought and feeling about ourselves and our relationships to drugs and narco-violence.
