Even when armed conflicts formally end, the transition to peace is not clear-cut. This comprehensive volume explores the mounting evidence which suggests that it is rather ‘unlikely to see a clean break from violence to consent, from theft to production, from repression to democracy, or from impunity to accountability’. The authors analyse the complex endeavour of transitioning out of war, studying how it is often interrelated with other transformations such as changes in the political regime (democratisation) and in the economy (opening of markets to globalisation). They explore how, in the same way as wars and conflicts reflect the societies they befall, post-war orders may replicate and perpetuate some of the drivers of war-related violence, such as high levels of instability, institutional fragility, corruption, and inequality. This book thus suggests that, even in the absence of a formal relapse into war and the re-mobilisation of former insurgents, many transitional contexts are marked by the steady and ongoing reconfiguration of criminal and illegal groups and practices. In a capitalist system, consumers, investors, and corporations orient their activities toward a future that contains opportunities and risks. How actors assess uncertainty is a problem that economists have tried to solve through general equilibrium and rational expectations theory. Powerful as these analytical tools are, they underestimate the future’s unknowability by assuming that markets, in the aggregate, correctly forecast what is to come. Jens Beckert adds a new chapter to the theory of capitalism by demonstrating how fictional expectations drive modern economies—or throw them into crisis when the imagined futures fail to materialize. Collectively held images of how the future will unfold are critical because they free economic actors from paralyzing doubt, enabling them to commit resources and coordinate decisions even if those expectations prove inaccurate. Beckert distinguishes fictional expectations from performativity theory, which holds that predictions tend to become self-fulfilling prophecies. Economic forecasts are important not because they produce the futures they envision but because they create the expectations that generate economic activity in the first place. Actors pursue money, investments, innovations, and consumption only if they believe the objects obtained through market exchanges will retain value. We accept money because we believe in its future purchasing power. We accept the risk of capital investments and innovation because we expect profit. And we purchase consumer goods based on dreams of satisfaction. As Imagined Futures shows, those who ignore the role of real uncertainty and fictional expectations in market dynamics misunderstand the nature of capitalism.

Extensive literature already exists on the causes and development of the recent financial crisis and the political measures taken to manage it. This book brings together a group of renowned social scientists to focus on the interplay between international, European and national decision-making processes in the reform of financial market regulation. Are those states affected by the crisis adopting internationally negotiated regulations? Or are they instead determining the European and international reform agenda? Are the policies being agreed contributing to greater harmonization of financial regulation in a multilevel political system? Or is the process being dominated by differing national interests? The dominant concern of this book is the way in which the given multilevel structure of financial market regulation has shaped the reform process triggered by the recent financial crisis. Following an agreed set of questions, an international group of scholars deal in separate chapters with the role in the reform process played by international organizations, European authorities, and regulators in the USA, the United Kingdom, and Germany. To provide a detailed view of the vertical and horizontal interactions between these actors, the analysis focuses on a small set of reform issues, including bank structure, bank capital, resolution, and OTC trading of derivatives. The analysis shows to what extent actors at a given political level have both responded to, and shaped reform initiatives in other countries and at other political levels. Consideration is also given to a general shift in international governance, using financial market regulation as a case in point. The final chapter summarizes the pattern of multilevel policy-making resulting from the empirical analyses, highlighting features that distinguish it from familiar studies of multilevel governance in federal regimes and in the European Union.
