This paper reports on a study to develop a quantitative model for examining the effects of various factors on the potential employment opportunities for new immigrants in different occupations. The model provides a basis for deriving an index for each occupation on the basis of skills transferability to other occupations, barriers that affect entry into each occupation, earnings in each occupation, job prospects in each occupation, and the level of employment in each occupation. Results are provided showing the derived index for each occupation and examples are used to illustrate how the model works. The paper also suggests how the model could be useful for developing government policy and providing advice for new immigrants. The appendix includes a mathematical specification of the model, a matrix of skills transferability arranged by occupation, and a table showing formal occupational barriers.

Gilles Saint-Paul apporte un certain nombre d’éclairages théoriques sur les liens entre immigration et marché du travail, qui sont autant de réponses à des questions souvent négligées dans le débat social. Y-a-t-il un gain net à l’immigration pour le pays d’accueil ? Qui sont, parmi les natifs, les gagnants et les perdants des politiques migratoires ? Le rapport se poursuit par une analyse critique des nouveaux dispositifs législatifs français qui cherchent d’une part à assurer un réglage fin des besoins de main d’œuvre, et d’autre part à améliorer la qualité de cette main d’œuvre en attirant des travailleurs hautement qualifiés. L’auteur pointe un certain nombre de limites à ces politiques et développe plusieurs pistes qui abordent aussi bien la question des instruments économiques de sélection des immigrés, des liens entre immigration qualifiée et enseignement supérieur, que celle de l’immigration comme palliatif temporaire aux rigidités du marché du travail en France.
