While the hazards of global maritime trade became increasingly apparent during the late sixteenth and early seventeenth centuries, the word “risk” did not enter English usage until around 1660. The prevailing scholarly narrative has linked uncertainty to concepts such as “chance,” “accident,” and “providence,” but this book reveals that these fragmentary concepts were reordered into an economic abstraction, and that the theater was a key site for that process. Playwrights reached for ways to represent this new uncertainty, and audiences watched perilous voyages set in colonial contexts and dramatized in increasingly typical forms. Imperial Ventures is organized by these forms, with five chapters examining scenes of shipwreck, pirates, enslavement, colonial subjection, and perilous news across a wide range of early modern plays. Benjamin VanWagoner shows how maritime drama connected English venturing to economic vulnerability in increasingly systematic ways, helping to develop the economic logic that would come to be codified as risk. In revealing this process, Imperial Ventures establishes the unique protocolonial status of early modern England—in the theater and at sea—and demonstrates how risk became a perverse instrument for justifying Anglophone imperialism.

How France's elites used soft power to pursue their imperial ambitions in the nineteenth century After Napoleon's downfall in 1815, France embraced a mostly informal style of empire, one that emphasized economic and cultural influence rather than military conquest. A Velvet Empire is a global history of French imperialism in the nineteenth century, providing new insights into the mechanisms of imperial collaboration that extended France's power from the Middle East to Latin America and ushered in the modern age of globalization. David Todd shows how French elites pursued a cunning strategy of imperial expansion in which conspicuous commodities such as champagne and silk textiles, together with loans to client states, contributed to a global campaign of seduction. French imperialism was no less brutal than that of the British. But while Britain widened its imperial reach through settler colonialism and the acquisition of far-flung territories, France built a "velvet" empire backed by frequent military interventions and a broadening extraterritorial jurisdiction. Todd demonstrates how France drew vast benefits from these asymmetric, imperial-like relations until a succession of setbacks around the world brought about their unravelling in the 1870s. This book explores the interplay between liberalism and imperialism in Second Empire France. By examining the political dimension of imperial expansion and the power of words in shaping public opinion, it sheds light on the ways in which liberal ideas developed in the nineteenth century. In contrast to Britain, French imperialism in the third quarter of the nineteenth century was fostered by a Bonapartist regime that liberals needed to fight in order to build their own political brand. The author argues that the 1860s were not so much a period of ‘liberal empire’ in France as has traditionally been suggested, since liberals were in fact more conveyers of political change rather than supporters of the regime. To demonstrate how French liberals succeeded in configuring an alternative political option, the book explores their attitudes to the expanding colonial empire of Napoleon III in the 1850s and 60s through the analysis of parliamentary debates, the press and published texts. Providing three in-depth case studies on Bonapartist expansion projects in Algeria, Cochinchina and Mexico, the book provides new insights on the foundations of the liberal position on imperialism, and the intellectual outlooks and belief systems that informed these views. Analysing discourses and ideas, as opposed to facts and policies, this book presents a new perspective on the nature of the French Second Empire and illustrates how this shaped a specific liberal political culture in France.

The Dutch were culturally ubiquitous in England during the early modern period and constituted London's largest alien population in the second half of the sixteenth century. While many sought temporary refuge from Spanish oppression in the Low Countries, others became part of a Dutch diaspora, developing their commercial, spiritual, and domestic lives in England. The category "Dutch" catalyzed questions about English self-definition that were engendered less by large-scale cultural distinctions than by uncanny similarities. When is a war not a war? When it is undertaken in the name of democracy, against the forces of racism, sexism, and religious and political persecution? This is the new world of warfare that Neda Atanasoski observes in Humanitarian Violence, different in name from the old imperialism but not so different in kind. In particular, she considers U.S. militarism—humanitarian militarism—during the Vietnam War, the Soviet-Afghan War, and the 1990s wars of secession in the former Yugoslavia. What this book brings to light—through novels, travel narratives, photojournalism, films, news media, and political rhetoric—is in fact a system of postsocialist imperialism based on humanitarian ethics. In the fiction of the United States as a multicultural haven, which morally underwrites the nation’s equally brutal waging of war and making of peace, parts of the world are subject to the violence of U.S. power because they are portrayed to be homogeneous and racially, religiously, and sexually intolerant—and thus permanently in need of reform. The entangled notions of humanity and atrocity that follow from such mediations of war and crisis have refigured conceptions of racial and religious freedom in the post–Cold War era. The resulting cultural narratives, Atanasoski suggests, tend to racialize ideological differences—whereas previous forms of imperialism racialized bodies. In place of the European racial imperialism, U.S. settler colonialism, and pre–civil rights racial constructions that associated racial difference with a devaluing of nonwhite bodies, Humanitarian Violence identifies an emerging discourse of race that focuses on ideological and cultural differences and makes postsocialist and Islamic nations the potential targets of U.S. disciplining violence.
