Program Gernas Kakao adaiah program nasional/pemerintah yang bertujuan untuk meningkatkan produksi dan produktivitas tanaman kakao guna mendukung industri pengolahaan kakao dalam negeri sekaligus meningkatkan pendapatan petani kakao. Benih kakao SE merupakan salah satu paket bantuan selain sarana produksi yang diberikan kepada petani pada kegiatan peremajaan tanaman kakao, selain kegiatan rehabilitasi (sambung samping) dan intensifikasi. Benih kakao SE (Somatic Embriogenesis) bukan merupakan klon kakao baru namun merupakan bahan tanam kakao unggul yang diperbanyak melalui teknologi somatic embryogenesis (SE) yang digunakan untuk kegiatan peremajaan pada Gernas Kakao. Upaya pengembangan kakao dihadapkan berbagai kendala antara lain (1) produktivitas tanaman dibawah potensi normal; (2) adanya berbagai serangan hama penyakit yang sulit dikendalikan oleh petani secara individual; (3) mutu biji rendah; (4) industri hilir dalam negeri belum berkembang sehingga masih dalam bentuk produk primer; (5) sulitnya petani mendapatkan pendanaan khusus untuk pengembangan kakao. Selama ini telah dilakukan berbagai upaya untuk memperbaiki kondisi tersebut seperti pemberdayaan petani melalui Sekolah Lapang Pengendalian Hama Terpadu (SL-PHT) dan Sistem Kebersamaan Ekonomi (SKE), serta penerapan teknologi pengendalian dengan metoda PSPsP (pemangkasan, sanitasi, panen sering dan pemupukan) untuk pengendalian PBK dan VSD serta penyediaan benih unggul. Mengingat pelaksanaannya masih parsial dalam skala kecil, maka hasilnya belum optimal. Oleh karena itu kegiatan-kegiatan tersebut perlu dilakukan secara serentak, terpadu dan menyeluruh melalui suatu gerakan yang melibatkan seluruh pemangku kepentingan maupun sumberdaya yang ada. Program peningkatan produksi dan mutu kakao dilaksanakan dengan melakukan perbaikan produktivitas tanaman kakao melalui Gerakan Nasional Peningkatan Produksi dan Mutu Kakao (Gernas Kakao) dilaksanakan dengan kegiatan peremajaan, rehabilitasi, intensifikasi tanaman kakao. Kegiatan ini dilakukan pada lokasi sentra kakao di Indonesia terutama di Pulau Sulawesi yang merupakan penghasil sekitar 60% dari produksi kakao Nasional.
