Indonesia, the world's fourth most populous nation, has been decentralizing its education sector for the past decade. In this context, school-based management is essential for improving the quality of education. A mixed-method, multisite assessment of a project that aimed to improve the management and governance of basic education in Indonesia documented positive impact on school-based management in both public and private schools, including "madrasah" (Islamic schools). The following factors were associated with this impact: (1) the program was explicitly based on government policy; (2) technical assistance was provided rather than funding, and the program was manageable and affordable for local partners; (3) the project strengthened local systems and institutions, building commitment at both provincial and district levels; (4) the program was school based and involved members of the entire school community: principals, teachers, staff, parents, and community members; and (5) training was provided on-site in school clusters, was ongoing, and included mentoring in schools to support implementation (one-off training events rarely result in successful reform). Gathering and communicating knowledge are important aspects of the scientific endeavor. Yet presentation of data in public forums such as scientific meetings and publications makes it available not only to scientists, but also to others who may have different ideas about how to use research findings. A recent example of this type of hijacking is the introduction of synthetic cannabinoids that are sprayed on herbal products and subsequently smoked for their marijuana-like intoxicating properties. Originally developed for the legitimate research purpose of furthering understanding of the cannabinoid system, these synthetic cannabinoids are being abused worldwide, creating issues for regulatory and law enforcement agencies that are struggling to keep up with the growing number of compounds of various structural motifs. Besides describing the history of this emerging public health problem, this Occasional Paper highlights opportunities for research related to health issues caused by the new synthetic cannabinoids.

Why is it so hard for international development organizations—even ones as well-resourced and influential as the World Bank—to generate and sustain change in the way things are done in those countries where they work? Despite what, in many cases, is decades of investment and effort, why do partner governments continue to engage in those traditional patterns and styles of public service management that international development organizations have sought to supplant with methods that are supposedly more accountable, efficient, and effective? This book provides an answer to these questions. However, rather than pathologizing partner governments as the source of the problem—that is, rather than maintaining the distinction between doctor (international development organizations) and patient (partner governments), wherein the patient is seen as unwilling to take their medicine (enacting "good governance" practices)—this book instead reframes the relationship. The central argument is, first, that the programs and projects of international organizations are introduced into and are constrained by multiple layers of ritual governance, that is, performative acts and cultural logics that intersect with and reinforce the political, economic, and social structures in and through which they operate. As is shown, the contextual factors that guide governance practices are largely beyond the reach of the international development organizations; the relevant logics have their roots in state ideology but also extend back to the colonial logics that continue to operate at the heart of the state apparatus. The second the central argument is that international aid organizations and the governments with which they work are engaged in a "ritual aid dance" where each actor plays a part but does not (and cannot) acknowledge the ways that it depends on the other for its own gain. This relationship can be considered a dance because each participant responds to and needs the other, and because both sides do so in ways that are carefully choreographed, with the overall trajectory or contours of the dance being more or less known to the participants. These arguments are based on research on the World Bank’s efforts over the course of several decades to encourage, through its financing, projects, and technical assistance, the implementation of social sector reform in Indonesia related to decentralization, community participation, and school-based management.

This paper examines the key aspects of the practices of school-based management in Indonesia, and its effect on education quality. Using a conceptual framework of an accountability system of public service delivery, the paper explores the relations among Indonesian parents, school committees, schools, and government education supervisory bodies from three tenets: participation and voice; autonomy; and accountability. Using the data from a nationally representative survey of about 400 public primary schools in Indonesia, the paper finds that the level of parental participation and voice in school management is extremely low in Indonesia. While the role of school committees is still limited to community relations, school facilities, and other administrative areas of school management, school principals, together with teachers, are much more empowered to assert professional control of the schools. The accountability system has remained weak in Indonesia's school system, which is reflected by inadequate information flow to parents, as well as seemingly low parental awareness of the need to hold schools accountable. The accountability arrangement of the Indonesian school system currently puts more emphasis on top-down supervision and monitoring by government supervisory bodies. The findings show that although the scope of school-based management in Indonesia is limited, it has begun to help schools make the right decisions on allocation of resources and hiring additional (non-civil servant) teachers, and to create an enabling environment of learning, including increasing teacher attendance rates. These aspects are found to have significantly positive effects on student learning outcomes.
