At the Seventy-sixth World Health Assembly held 21-30 May 2023, Member States adopted the WHA Decision A76(22), Achieving well-being: a global framework for integrating well-being into public health utilizing a health promotion approach, which strives to enable all people to flourish and achieve their full physical and mental health potential throughout their lives and across generations. The Assembly requests the Director-General to report on implementation of the Framework in 2024, 2026 and 2031.

In a world where many experience unprecedented levels of wellbeing, chronic poverty remains a major concern for many developing countries and the international community. Conventional frameworks for understanding development and poverty have focused on money, commodities and economic growth. This 2007 book challenges these conventional approaches and contributes to a new paradigm for development centred on human wellbeing. Poor people are not defined solely by their poverty and a wellbeing approach provides a better means of understanding how people become and stay poor. It examines three perspectives: ideas of human functioning, capabilities and needs; the analysis of livelihoods and resource use; and research on subjective wellbeing and happiness. A range of international experts from psychology, economics, anthropology, sociology, political science and development evaluate the state-of-the-art in understanding wellbeing from these perspectives. This book establishes a new strategy and methodology for researching wellbeing that can influence policy.

The WHO Framework to implement a life course approach in practice summarizes current evidence to reorient health systems to produce health and well-being, draws on global examples of implementation, and proposes next steps. A life course approach acknowledges that health and well-being depend on the interaction of multiple protective and risk factors, particularly during sensitive and critical periods throughout people’s lives and across generations. It strengthens equity by recognizing how critical periods, transitions and cumulative exposures shape health trajectories. This framework targets a wide audience including governments, civil society, and other non-state actors committed to applying a life course approach and informs discussions on redesigning primary health care programmes to improve life course health trajectories. The framework provides: - A strategic lens to advance universal health coverage and adapt systems to evolving needs by promoting health capacities and well-being - Conceptual foundations on how genetic, biological, psychosocial and environmental factors shape health and well-being across the life course and intergenerational health - Six core principles essential for operationalizing a life course approach - Country examples on implementation showing how services are being reoriented - Strategic actions needed to implement the approach, including multisectoral action and improved data and financing

Triple elimination of mother-to-child transmission (MTCT) of HIV, syphilis and hepatitis B virus (HBV) requires a person- centred service delivery approach that meets the needs of and supports the rights of women, newborns, children and families and requires building cross-programmatic efficiencies that leverage and strengthen existing platforms for HIV, syphilis and HBV prevention, testing, treatment and care. With the recent release of guidance for validation of triple elimination and the 2023 guidance on country validation of viral hepatitis elimination and the path to elimination, WHO and partners have developed an accompanying 4 pillars framework for triple elimination implementation. The new framework will guide efforts to expand the focus of service delivery from elimination of MTCT of HIV to triple elimination of HIV, syphilis and HBV. The 4 pillars are: 1. Primary prevention of infection and vertical transmission; 2. SRH linkages and integration; 3. Essential maternal EMTCT services; and 4. Infant, child and partner services.

Following the 27th Tripartite Annual Executive Meeting, the FAO Programme Committee in its 130th session, March 2021, requested the joint development, by the Tripartite (FAO/WHO/WOAH) and others, of a strategy and action plan to prevent future zoonotic pandemics through the One Health approach. The One Health Joint Plan of Action (OH JPA) is intended to guide the four organizations of the Quadripartite to work together on One Health with the aim of supporting their Members to build One Health capacities. It provides a framework for action and proposes a set of activities that the four organizations can offer together to enable countries to advance and scale up One Health in managing human, animal, plant and environment health threats. The framework uses a One Health approach to strengthen collaboration, communication, advocacy, and coordination equally across all sectors responsible for addressing health concerns at the human-animal-plant-environment interface.

Policy implementation science (IS) is an emerging, multidisciplinary field that aims to provide explanations and guidance for policy implementation efforts to improve their effectiveness and other outcomes. Policy implementation intersects with multiple disciplines and utilizes different terminologies from economics, political science, sociology, public administration, health systems and services, knowledge translation, and others. Further progress is needed towards a consensus on policy IS definitions, scope, theories, models, frameworks, methodologies, and outcomes. Practical case examples of using policy IS to drive implementation and outcomes are also lacking. We aim to facilitate a spirited debate on these topics and contribute to the progress and impact of policy implementation science and practice.
