American grand strategy had been in a state of ux prior to 2001, as containment of the Soviet Union gave way to a wider range of apparently lesser challenges. The 9/11 attacks on the Pentagon and the World Trade towers, however, transformed the grand strategy debate and led to a sweeping reevaluation of American security policy. It may still be too early to expect this reevaluation to have produced a complete or nal response to 9/11 policies as complex as national grand strategy do not change overnight. But after 3 years of sustained debate and adaptation, it is reasonable to ask what this process has produced so far, and how well the results to date serve American interests.

This book explores how the Chinese government reasserts its control and management of public spaces as part of its overall counter-terrorism strategy. The work focuses primarily on the banal and alternative forms that China's 'war on terror' takes: the everyday, non-military, socio-economic and spatio-material. It presents three different cases of control associated with the state's effort to manage material, social and digital public spaces as remedies to terrorism and ethnic unrest in China: the redevelopment project of Kashgar-the 'home' of Uyghur culture-from 2001 to 2017; the forging of local partnerships with potential agents (i.e. the local cadres and imams in Xinjiang) as part of the process of implementing counter-terrorism policies; and an online campaign about international terrorism that appeared on Sina Weibo. Using securitization theory as a theoretical framework, the book establishes links between human geography and critical security studies and advances the understanding of non-confrontational forms of resistance in China. It also focuses attention on the binary relationship between the securitizing agency of the state and the counter-securitization agency of 'terrorists', while also exploring the manner in which other societal forces interact with these processes. The growth of the terrorism threat to the nation's security has created significant strategic challenges for U.S. armed forces in fighting this global war on terrorism (GWOT). For the Navy, the challenges have centered on developing maritime capabilities to prosecute the GWOT as far forward as possible. To assist the Navy's planning in this area, the former Chief of Naval Operations requested the NRC to conduct an assessment of the adequacy of and prospects for improving the role of Naval Forces in the GWOT. The study developed a defense-in-depth framework as the organizing principle for the report. The report contains information as described in 5 U.S.C. 552(b) and therefore could not be released to the public in its entirety. The public version consists of an executive summary that presents an assessment of the transformation of naval forces for addressing the GWOT; a brief description of the defense-in-depth framework; and a list of findings and major recommendations.
