The FDA¿s increased attention to food imports from China is an indicator of safety concerns as imported food becomes more common in the U.S. Addressing safety risks associated with these imports is difficult because of the vast array of products from China, China¿s weak enforcement of food safety standards, its heavy use of ag. chem., and environ. pollution. FDA refusals of food shipments from China suggest recurring problems with ¿filth,¿ unsafe additives, labeling, and vet. drug residues in fish and shellfish. Chinese authorities try to control food export safety by certifying exporters and the farms that supply them. However, monitoring such a wide range of products for the different hazards is a difficult challenge for Chinese and U.S. officials. Ill.

This FAO manual on Risk based imported food control aims to support competent authorities in improving the effectiveness of the control measures they are overseeing, based on an analysis of their specific country situation. It discusses the different types of approach to managing risks related to imported food, and provides concrete illustrations of how Codex guidelines can be implemented in different ways. While respecting the principles, guidance and objectives agreed by the Codex Alimentarius Commission, different options for control measures can be selected and combined to implement a coherent set of import controls to best fit the needs of each country. Different examples, as implemented by a number of countries, are provided to show that there are often several options to reach a common goal. It also provides insights on the legal and institutional frameworks, as well as on the necessary support services to effectively implement risk based food controls.

Food safety has been a global concern for many years. While global sourcing of foods and ingredients provides great opportunity for variety and diversity of cultural products, there are significant risks. Using import data from the U.S. Census Bureau, this study examines patterns of U.S. food imports for fiscal years 1998-2007. Results indicate faster import growth trends for consumer-ready foods, such as fruit, vegetables, meats, seafood, and processed food products. Although the United States imported most bulk food commodities and perishable consumer-ready products, such as fruit and vegetables, from neighboring countries in the Western Hemisphere, it imported processed foods, spices, and other tropical products from more global sources, with rising import shares for many countries in Asia. Abstract: The purpose of this paper is to update the information on net food importing countries, using different definitions of food, separating countries by their level of income, whether they are in conflict and whether they are significant oil exporters. The study also estimates the changes in net food importing status of these countries over the last two and a half decades, and, most important, the study measures the relative importance of these net food imports in the import basket of the countries. Our results show that while many low-income countries are net food importers, the importance and potential impact of the net food importing status has been highly exaggerated. Many low-income countries that have larger food deficits are either oil exporters or countries in conflict. Food deficits of most low-income countries are not that significant as a percentage of their imports. Our results also show that only 6 low-income countries have food deficits that are more than 10 percent of their imports. Last two decades have seen a significant improvement in the food trade balances of low-income developing countries. SSA low-income countries are an exception to this trend. On the other hand, there are a group of countries which are experiencing civil conflicts which are large importers of food, and these countries can not meet their basic needs. They also need special assistance in the distribution of food within their boundaries. Therefore, one should modify the WTO Ministerial Declaration, and focus on these conflict countries rather than the broad net food importers.
