Arts education in the nation's public schools is facing challenges despite strong public support and growing evidence of its wide-ranging benefits. Educational initiatives such as the federal No Child Left Behind Act do not include accountability measures for arts education. This has prompted schools to shift instructional time and resources from the arts to other subjects. A recent survey of 82 school districts in Los Angeles County revealed that most districts dedicated less than 1 percent of their budget to arts education. One of the strategies adopted by schools to improve arts education is to tap the expertise of local community arts organizations. In 1999, the Los Angeles Unified School District (LAUSD) approved a 10-year, multi-million-dollar program in arts education in four major disciplines -- dance, music, theater, and visual arts -- for all students in kindergarten through grade 12. A core component of the plan is to build partnerships with community arts organizations to develop and provide programs to enhance the study of the arts. The California Arts Council asked the RAND Corporation to examine these partnerships. Unlike recent research that has focused on successful joint ventures, RAND researchers selected a sample of schools and arts organizations to portray how arts partnerships actually function in a large urban school district. The researchers interviewed the following groups: (1) principals and teachers from a stratified random sample of 11 elementary schools participating in an LAUSD arts education program, (2) arts advisors from 10 of 11 local districts who are working to help implement the plan, and (3) directors of 34 local arts organizations providing arts education programming to schools. Participants were asked about their arts partnership goals and interactions and the challenges to and facilitators of the partnerships.

Partnerships among a variety of institutions - for profit, not-for-profit, and non-profit - are a relatively recent organizational development. Such partnerships link businesses, government, and social agencies. The primary reason for these relationships is to achieve goals sooner and more efficiently by building on the resources and expertise of each partner. In arts education, schools, arts organizations, cultural institutions, government agencies, and universities have engaged in joint ventures to improve the teaching and learning of the arts disciplines in their schools and in their communities. These partnerships have been particularly beneficial for teachers, many of whom have limited background in the arts but are expected to teach them in their classrooms. Arts partnerships initially focused on the goals of the participating organizations; that is, to develop artistic skills, to build future audiences, and/or to encourage young people to consider an artistic career. More recently, partnerships focus on educational goals rather than solely artistic ones. Despite the challenges and complexities of arts education partnerships, most partners believe that the benefits to students, teachers and the community outweigh the disadvantages and consequently, as the research in Working Together demonstrates, they are willing to justify the time, energy, and expense involved to improve the quality of arts education.

The Los Angeles Unified School District in 1999 approved a ten-year program to implement a substantive, sequential curriculum in arts education. A central goal of the plan calls for schools to build partnerships with the Los Angeles arts community to provide educational programming, beginning with elementary schools in the Arts Prototype Schools (APS) program. This study examined the range of partnerships in operation and identified partnership challenges and facilitators through interviews with APS principals and teachers, local district arts advisors, and directors of arts organizations.

This booklet is designed to give teachers some of the latest ideas about how arts principles and concepts can best be understood, taught, and used in the classroom to improve instruction in the arts and other disciplines. The booklet's major ideas, organized into one page sections, include the following: (1) make certain all students have daily arts experiences; (2) the arts offer the opportunity to practice decision making; (3) students need to know the elements of the various arts and need to develop the vocabularies with which to discuss them; (4) experiences in the arts provide opportunities for students to learn as much about themselves as they do about the subject matter; (5) provide students with opportunities to develop a craft while exploring originality and analytical thinking; (6) lead students to new ways of solving problems through unique challenges in the arts, both mental and physical; (7) employ modern technology to encourage imaginative use of artistic material; (8) arts specialists are educators who are also skilled in at least one arts discipline; (9) enriching the experiences of all children as they study literature, history, geography, foreign languages, math, or science is a gift arts specialists offer the school; and (10) a major asset of the arts in education is to make schools a more engaging learning environment. In discussing the U.S. Department of Education's support for the arts, Secretary of Education, Richard W. Riley said, "The arts in all their distinct forms define, in many ways, those qualities that are at the heart of education reform in the 1990s--creativity, perseverance, a sense of standards, and above all, a striving for excellence." Learning in and through the arts develops the essential knowledge, skills, and creative capacities all students need to succeed in school, work, and life. As the top building-level leaders, school principals play a key role in ensuring every student receives a high-quality arts education as part of a complete education. In a time of shrinking budgets and shifting priorities, what can school principals do to make and keep the arts strong in their schools? This guide offers three concrete actions school principals can take to increase arts education in their schools: (A) establish a school-wide commitment to arts learning; (B) create an arts-rich learning environment; and (C) rethink the use of time and resources. Each action is supported with several low-cost or no-cost strategies that other school leaders have used and found to be effective--whether it's beginning an arts program where none exists, making an existing program stronger, or preserving an arts program against future cuts.
