The report is divided into two parts. The first three chapters show that the vast increase in education resources has not been accompanied by a similar increase in learning outcomes, and thus highlight the urgent need to improve the quality of spending. Chapter one starts by describing the complex financing and governance systems. With this policy framework in mind, Chapter two focuses on the 20 percent rule, analyzing its consequences for budget planning and management and examining where resources went after this vast increase in spending. The chapter also provides some estimates of the cost of meeting future government objectives, in the context of discussions on expanding compulsory education, and broadening teacher certification. Chapter three looks at education outcomes, reviewing the significant improvements in access and equity, as well as the worrisome trends in learning outcomes. It points to improving the quality of education and expanding access to secondary and above (especially for the poor) as the main challenges in the sector. Given the cost of achieving these goals, and the fact that current expenditure patterns are unlikely to lead to improvements in learning outcomes, the chapter concludes that improving the quality of spending in education is now critical. The second part of the report focuses on how to improve the quality of spending in order to continue expansion and improve learning outcomes. In chapter four, the quality of spending issue is divided into two areas: i) reassigning or improving programs at the central level, and ii) improving management at the district and school levels. At the central level, this chapter analyzes the Scholarships for the Poor program (BSM) and recommends that it be expanded and improved. At the sub-national level, the report explores how a combination of more efficient teacher management and stronger support for schools can improve efficiency and learning outcomes, and what the central government s role should be in ensuring that these changes occur. Finally, chapter five summarizes these recommendations, providing a framework for improving the quality of spending and, ultimately, ensuring that this spending leads to an improvement in the quality of the Indonesian education system.

The majority of the world’s children live in countries where local governments are responsible for the provision of basic education services. Although subnational governments manage their own education systems, they often rely on transfers from the central government for funding. The main purpose of this study is to assess how these fiscal transfers affect public funding for education and how they ultimately affect student schooling and learning outcomes. Through a careful analysis of how fiscal transfers have affected education systems in different contexts, the investigation develops a set of principles to support improvements in the design and implementation of transfer systems with a specific focus on the provision of education services. The study is centered on seven country case studies that aim to answer a set of common research questions using a similar approach. Country case studies were conducted in Brazil, Bulgaria, China, Colombia, Indonesia, Sudan, and Uganda. The analysis shows that fiscal transfer mechanisms can improve the adequacy of public education spending, reduce spending inequalities between regions, and improve spending efficiency. Moreover, the study highlights that carefully designed and implemented transfer systems can help raise overall education outcomes and reduce education inequality. In recent decades, important policies and programs-including nine-year compulsory education, pro-poor programs and the improvement of teacher quality-have been implemented to improve the availability and quality of schooling in Indonesia. However, to date, comprehensive research on the equity of the outcomes of these policies across the many schools and districts in Indonesia has never been conducted. This study aims to carry out a comprehensive analysis of education outcomes in Indonesia, covering the changes and patterns of education resources, the trends, patterns and determinants of school progression, and the patterns and determinants of student performance as measured by national exam scores. Survival and multilevel analyses are applied on a novel dataset constructed from a number of secondary datasets gathered from various sources. These secondary datasets include administrative data on schools, teachers and national exams, as collated by the Ministry of Education and Culture (MoEC), the National Socio-Economic Survey (SUSENAS), the National Labour Force Surveys (SAKERNAS), the Village Census (PODES) and the administrative data on education finance from the Ministry of Finance. This study finds a continuous improvement over time in education progression, both in administrative data and household survey data. The equality of education survival across communities, for example, between urban and rural areas, between males and females, and across socio-economic statuses of the community, has been improving. However, the results also reveal that Indonesia still faces serious problems in school discontinuation. The decision to continue schooling is found to be affected not only by individual and household characteristics but also the characteristics of the districts in which the children reside. Gender is an important factor in school continuation, but the effect of gender varies across districts. Socio-economic characteristics of households measured by parents' education and economic status play an important role in determining school continuation. Against expectation, this study finds a trivial association between student continuation and education resources when measured by budget allocation and the availability of schools at the district level. Analyses of student performance suggest that student performance measured by national exam scores at junior secondary school in four tested subjects (Indonesian language, mathematics, science and language) varies across schools and across districts. Student performance is affected by the gender of the students and the effect varies across schools and districts. Students from higher socio-economic families perform significantly better than those from lower socio-economic families. Students perform even better if the schools have a larger proportion of students from higher socio-economic families. Unexpectedly, controlling for parental characteristics, school input has only a small influence on student performance. There is also a contradictory result that the budget for education allocated by the district government is negatively associated with all performance, except Indonesian language. Levels of gender development at the district level have a significant influence only on maths performance, but it is the performance of males, not females, in Indonesian language and English that is more influenced by the level of gender development in the labour market.

What are the current trends and main characteristics of public education spending in Indonesia? Is education spending insufficient? Are expenditures in education efficient and equitable? This study reports the first account of Indonesia's aggregated (national and sub-national) spending on education, as well as the economic composition of education spending and its breakdown by programs. It presents estimations of the expected (average) level of education spending for a country with its economic and social characteristics. This analysis sheds light on the efficiency and equity of education spending by presenting social rates of return by level of education, by assessing the adequacy of current teacher earnings relative to other paid workers and the distribution of teachers across urban, rural, and remote regions, and by identifying the main determinants of education enrollment. It concludes that the current challenges in Indonesia are no longer defined by the need of additional spending, but rather the need to improve the quality of education services, and to improve the efficiency of education expenditures by re-allocating teachers to undersupplied regions and re-adjusting the spending mix within and between education programs for future additional spending in the sector. The study finds that poverty and student-aged labor are also significant constraints to education enrollment, stressing the importance of policies aimed at addressing demand-side factors.

Over the last ten years, Indonesia has continued to make significant progress in improving educational opportunities for all its citizens. The purpose of this report is to provide an assessment of the national school grants program, Bantuan Operasional Sekolah (BOS), and its contribution to progress in the education sector. The BOS program aimed to raise educational attainment through the provision of school grants to all primary and junior secondary schools. The report draws together studies and data that have been used to analyze the program and undertakes new analysis that looks at the effect of the program on household education costs and education participation. The review is used to draw out policy options to improve the program further and ensure that it contributes effectively to emerging challenges in the sector. The first chapter provides a brief overview of school funding in Indonesia before setting out the channels through which the BOS program was designed to improve education outcomes. The chapter also provides background information on the size and mechanics of the BOS program as well as the major changes that have occurred over the last ten years. Chapter two explores the effect of BOS on the education costs faced by households and whether these changes have been a key driver of the improvements in participation, particularly of the poor, seen over the last decade. Chapter three looks at the role BOS has played in supporting school based management reforms and whether they are likely to have led to improvements in education outcomes. The final chapter provides some suggestions on how to improve the BOS program and strengthen its role in improving education outcomes.
