"TRB's Airport Cooperative Research Program (ACRP) Report 84: Guidebook for Preparing Airport Emissions Inventories for State Implementation Plans is designed to assist in the preparation of airport emissions inventory component of a State Implementation Plan. The Guidebook offers a basic, intermediate, and advanced approach for preparation of an airport emissions inventory. Each approach is progressively more complex, requiring increasingly detailed input data that generates greater airport specificity and accuracy. A computer subroutine was developed to display Ground Support Equipment (GSE) operations data, as well as retrieve and compute the GSE emissions for each aircraft type. This subroutine was embedded into a Source Inventory Program (SIP) designed to quantify the hundreds of air pollution sources typically found on an airbase. Although the SIP was originally intended for use in the extensive Air Quality Assessment Model (AQAM) system, it will also be used in the streamlined Assessment Inventory and Dispersion System (AIDS). AIDS (under development) uses modular interactive microcomputer logic with graphical input and output capabilities to readily inventory and predict levels of selected air pollutants resulting form Air Force operations and local sources. This GSE subroutine provides more readily available data as input to air pollution inventories and will simplify manual data collection at the individual base level. The Emissions and Dispersion Modeling System (EDMS) was developed in the mid-l980s as a complex source microcomputer model to assess the air quality impacts of proposed airport development project In response to the growing needs of the air quality analysis community and changes in regulations (Conformity requirements from the Clean Air Act Amendment of 1990) the Federal Aviation Administration (FAA) in cooperation with the United States Air Force (USAF) has re-engineered and enhanced EDMS. EDMS Version 3.0 was built under the guidance of a government and industry advisory board composed of experts from the scientific, environmental policy, and analysis fields. It features the latest aircraft engine emission factors from the International Civil Aviation Organization (ICAO) Engine Exhaust Emissions Data Bank, vehicle emission factors from the Environmental Protection Agency's (EPA) MOBlLE5a, EPA-validated dispersion models, and improved performance. The analyst can more effectively determine emission levels and concentrations generated by the typical airport/air base sources (i.e. aircraft, ground support equipment) as well as the airport/air base associated emissions contributors such as motor vehicles and power plants. This Reference Manual is intended to provide detailed information on the functionality of the model and acts as an extension and elaboration of the on-line help. The section on References provides an extensive listing of documents that may be of further assistance to the analyst in the use of EDMS and the preparation of an Environmental Impact Statement (ElS).
