Steps include improving military familiarization with key relief organizations, perhaps appointing a humanitarian advisor, establishing more "centers of excellence," and bringing relief organizations into the planning process. The military should encourage information sharing with relief organizations, improve procedures for managing the flow of aid, and leverage European capabilities.

The purpose of this project, sponsored by the Smith Richardson Foundation, Incorporated, is to examine recent experience in complex contingency operations and develop recommendations that would achieve better coordination among civilians and soldiers. H. Smith Richardson and his wife Grace Jones Richardson established the foundation in 1935. Its mission is to help inform important public policy debates through support of pragmatic, policy-relevant research, analysis, and writing. Grants are channeled through three programs: International Security and Foreign Policy, Children and Families at Risk, and Governance. Coordination is required both within the U.S. government through the interagency process and among actors in the field, including international organizations, regional alliances, and nongovernmental organizations. Of these, the interagency process has caused the greater difficulties and most needs reform. The United States cannot expect to exert leadership if it has not first thought through its own strategy. This report focuses on the interagency process.

U.S. government agencies, including the Department of Defense (DOD) and the United States Agency for International Development (USAID) have spent billions of dollars to develop Afghanistan. From fiscal years 2004 to 2008, DOD has reported obligations of about $1 billion for its Commander's Emergency Response Program (CERP), which enables commanders to respond to urgent humanitarian and reconstruction needs. As troop levels increase, DOD officials expect the program to expand. Under the authority of the Comptroller General, GAO assessed DOD's (1) capacity to manage and oversee the CERP in Afghanistan and (2) coordination of projects with USAID. Accordingly, GAO interviewed DOD and USAID officials, and examined program documents to identify workload, staffing, training, and coordination requirements. In Afghanistan, GAO interviewed key military personnel on the sufficiency of training, and their ability to execute assigned duties.

"Pressures inside and outside the U.S. Department of Defense (DoD) to reduce the incidence of problematic behaviors within the military are inducing the Office of the Secretary of Defense to rethink how it is organized to oversee and coordinate DoD's varied behavior-mitigation efforts. This report provides the results of a RAND study that examined the integration of programs for addressing a specified set of problematic behaviors: sexual harassment, sexual assault, unlawful discrimination, substance abuse, suicide, and hazing. The report combines the results of the two major lines of research: the first related to the development of a typology of common problematic behavior risk and protective factors and prevention methods based on a review of the behavioral science literature, and the second related to the organization, coordination, oversight, and managerial practices of programs to address problematic behavior based on document analysis and policy discussions with DoD and service headquarters officials.
