Cities now house half the world s population and produce 70 percent of its GDP. Managing them well helps development. Strengthening municipal management of planning, finance, and service provision has been at the core of World Bank support through municipal development projects (MDPs). This book reviews how, worldwide, nearly 3,000 municipalities have benefitted from 190 World Bank-supported MDPs over the past decade, three quarters of which achieved satisfactory outcomes. The finance dimension of MDPs computerized accounting, revenue generation, and municipal credit produced some of the best results, but weaker outcomes came from attempts to stimulate private finance of municipal services. City planning, used by municipalities worldwide, was not a strong priority for MDPs. But building municipal information systems, for example in Chile, were successful. Monitoring and evaluation rarely worked well, except when municipalities themselves were convinced of its usefulness, such as in Russia, Tunisia, and Colombia. Results in managing service provision were mixed. The poverty focus of MDPs was strikingly weak across the portfolio. Cost-benefit analysis rarely prioritized municipal investments. But MDPs helped municipalities strengthen their procurement function. MDPs helped municipalities manage services more effectively. Better results still can come from a stronger poverty focus, more attention to planning and prioritizating investments, and more effective operation and maintenance of such investments.

The Bank has assisted nearly 3,000 municipalities worldwide over the past decade. This Bank assistance has helped strengthen the planning, finance and service provision dimensions of municipal management through 190 operations identified by Independent Evaluation Group (IEG) as municipal development projects (MDPs). Best results for municipalities came through stronger flows of revenues, better financial management, information systems and ability to manage procurement. Weaker results were found in monitoring and evaluation, operations and maintenance, private finance of services and lack of poverty focus. The purpose of this IEG special study is to illuminate the scale and scope of Bank support for municipal development and to draw specific lessons from the achievements and failures of a sample of individual projects. The study focuses on three dimensions of municipal management; planning, finance, and service provision. The planning dimension refers to the capacity of a municipality to forecast and oversee its own progress. It includes information systems, monitoring and evaluation (M&E), city planning, and investment strategies. The finance dimension refers to how a municipality manages the resources needed to provide services to its constituents. It covers financial management, own-resource mobilization, access to credit, and private funding. The service provision dimension refers to the capacity of a municipality to manage the services required by city residents and business people through the effective prioritization of investments, management of competitive procurement, and sustaining of services through operations and maintenance (O&M).

The performance of local authorities is vital for high quality flow of key public services such as solid waste collection and treatment. This publication discusses and analyses in-depth the institutional arrangements for the management of domestic solid wastes in three urban centres bordering the lake Victoria Basin in East Africa: Kisumu, Jinja and Mwanza. It presents research on the different (public and private) systems for municipal waste service delivery in this region. It makes use of existing theories on network governance and on developmental state and multi-level governance and applies the concept of 'modernised mixtures' when studying centralised and decentralised configurations for handling urban solid waste. It is shown that for solid waste management, arrangements for service provision in the urban centres have evolved in direct response to locally specific conditions. It is argued that 'modernised mixtures' are important for improving the performance of local authorities in waste service provision since they offer flexible perspectives which build upon existing practices and (state) capacities in the particular East African contexts.

This study from the Independent Evaluation Group draws lessons for development and climate change mitigation from the World Bank Group's far-reaching portfolio of projects in energy, forestry, transport, coal power, and technology transfer. Reviewing what has worked, what hasn't, and why, the evaluation's key findings include: Energy efficiency can offer countries direct economic returns that dwarf those of most other development projects, while also reducing greenhouse gas emissions. Tropical forest protected areas, on average, significantly reduce tropical deforestation, preserving carbon and biodiversity. Deforestation rates are lower in areas that allowed sustainable use by local populations than in strictly protected areas. Deforestation rates were lowest of all in indigenous forest areas. For renewable energy projects, long-duration loans have been important in making projects financially viable.. But at prevailing carbon prices, carbon offset sales had little impact on most renewable energy projects rate of returns, and did not address investors need for up-front capital. Technology transfer broadly understood to include diffusion of technical and financial innovations related to low-carbon development has worked well when the logic of piloting and demonstration is well thought out, and when grants are used to mitigate the risk of pioneering efforts.
