As the nature of global malnutrition changes, there is a growing need and increasing urgency for more and better information about food consumption and dietary patterns. The past two decades have seen a dramatic increase in the number, availability, and analysis of the food consumption data collected in a variety of multipurpose household surveys, referred to collectively as household consumption and expenditure surveys (HCESs). These surveys are heterogeneous, and their quality varies substantially by country. Still, they share some common shortcomings in their measurement of food consumption, nutrient intakes, and nutrition status that undermine their relevance and reliability for purposes of designing and implementing food policies and programs. This review crafts a strategic approach to the unfinished global agenda of improving HCESs’ collection of food consumption data. Starting with the priority studies recommended by a 100-country HCES review (Smith, Dupriez, and Troubat 2014), it focuses on a strategic subset of those studies that deal most directly and exclusively with the measurement of food, and that are of fundamental importance to all HCES stakeholders in low- and middle-income countries. Drawing from the literature, this study provides a more detailed, more circumspect justification as to why these particular studies are needed, while identifying key hypotheses, explaining why these studies are of growing urgency, and demonstrating why now is a propitious time for undertaking them. The review also identifies important study design considerations while pointing out potential challenges to successful implementation stemming from technical capacity, economic, administrative, and political considerations. Six key studies are rank ordered from a global perspective as follows, taking into account (1) the likely shared consensus that a topic is an important source of measurement error in estimating consumption; (2) the perceived urgency of the need for addressing a particular source of measurement error; (3) the perceived likelihood of success—that is, that the efforts will improve the accuracy of measurement; (4) whether or not the study entails modifying the questionnaire; (5) the ease with which a study may begin; and (6) the extent to which the study is independent of necessary negotiations with existing HCES stakeholders because of the types of changes it is likely to entail (in either the questionnaire or the way the data have traditionally been processed).

The Consumer Expenditure (CE) surveys are the only source of information on the complete range of consumers' expenditures and incomes in the United States, as well as the characteristics of those consumers. The CE consists of two separate surveys: (1) a national sample of households interviewed five times at three-month intervals; and (2) a separate national sample of households that complete two consecutive one-week expenditure diaries. For more than 40 years, these surveys, the responsibility of the Bureau of Labor Statistics (BLS), have been the principal source of knowledge about changing patterns of consumer spending in the U.S. population. In February 2009, BLS initiated the Gemini Project, the aim of which is to redesign the CE surveys to improve data quality through a verifiable reduction in measurement error with a particular focus on underreporting. The Gemini Project initiated a series of information-gathering meetings, conference sessions, forums, and workshops to identify appropriate strategies for improving CE data quality. As part of this effort, BLS requested the National Research Council's Committee on National Statistics (CNSTAT) to convene an expert panel to build on the Gemini Project by conducting further investigations and proposing redesign options for the CE surveys. The charge to the Panel on Redesigning the BLS Consumer Expenditure Surveys includes reviewing the output of a Gemini-convened data user needs forum and methods workshop and convening its own household survey producers workshop to obtain further input. In addition, the panel was tasked to commission options from contractors for consideration in recommending possible redesigns. The panel was further asked by BLS to create potential redesigns that would put a greater emphasis on proactive data collection to improve the measurement of consumer expenditures. Measuring What We Spend summarizes the deliberations and activities of the panel, discusses the conclusions about the uses of the CE surveys and why a redesign is needed, as well as recommendations for the future.

In September 2001, staff from the World Bank and the International Monetary Fund met with the objective of strengthening collaboration between the two organizations in projects of civil service reform. This strengthened collaboration will have key benefits in ensuring consistency between the conflicting goals of the two organizations, establishing realistic objectives within the reform process, and maintaining a core set of wage and employment data. The principal conclusion arrived at was that World Bank and IMF staff should be engaging in collaboration earlier in the reform process. To guide the collaboration, six foundations were identified. These include: develop a medium-term fiscal framework; foster national ownership by making reforms politically feasible; focus and streamline conditionality; agree on sequencing and timing of reforms; and strengthen data collection. These principals will be tested for effectiveness in several focus countries.
