In the Dry Zone of Myanmar, improved access to water is widely acknowledged as being vital for livelihood enhancement and the general well-being of around 10 million people, most of whom depend on agriculture. Thus, expanding the sustainable use of groundwater is of great importance for socioeconomic development. According to this study, opportunities for accessing groundwater are generally good, and development of the resource has steadily increased over the years. However, there still appears to be good prospects for expanding groundwater use for irrigation, with a view to increasing agricultural production. Provision of affordable mechanical technologies for drilling wells and support with credit facilities to purchase small-capacity motorized pumps for irrigation could improve food security and livelihoods, where there is potential to expand groundwater use. Replenishable groundwater resources of the Dry Zone are likely to be less than previously thought. Thus, it is important to find the right balance between increasing development of the resource for enhanced irrigation, while also protecting its existing beneficial use for communities and the environment.

In Asia and the Pacific, climate change is now a well-recognised risk to water security but responses to this risk are either under reported, or continue to be guided by the incremental or business as usual approaches. Water policy still tends to remain too narrow and fragmented, compared to the multi-sectoral and cross-scalar nature of risks to water security. What’s more, current water security debates tend to be framed in discipline specific or academic ways, failing to understand decision making and problem-solving contexts within which policy actors and partitioners have to operate on a daily basis. Much of the efforts to date has focussed on assessing and predicting the risks in the context of increasing levels of uncertainty. There is still limited analysis of emerging practices of risks assessment and mitigation in different contexts in Asia and the Pacific. Southeast Asia’s agricultural landscape is known for rice production in lowland areas, diverse upland areas, and the cultivation of ‘boom crops’ in the borderlands. Despite general similarities across different Southeast Asian countries, each has its own distinct history and patterns of land use, access, and ownership. However, little is documented, particularly for Myanmar, the second largest country in Southeast Asia. We therefore focus on agricultural land ownership and use patterns in Myanmar and employ nationally representative household survey data to document patterns at the national level and by agro-ecological zone. Two of the greatest current challenges are climate change (and variability) and food security. Feeding nine billion people by 2050 will require major efforts aimed at climate change adaptation and mitigation. One approach to agriculture has recently been captured by the widely adopted term of "Climate Smart Agriculture" (CSA). This book not only explains what this entails, but also presents practical on-the-ground studies of practices and innovations in agriculture across a broader spectrum, including agroecology and conservation agriculture, in less developed countries. It is shown that CSA is not a completely new science and a number of its recommended technologies have been used for some time by local farmers all over the world. What is relevant and new is ‘the approach’ to exploit their adaptation and mitigation potential. However, a major limitation is the lack of evidence-based knowledge that is necessary for policy makers to prepare strategies for adaptation and mitigation. This book assembles knowledge of CSA, agroecology and conservation agriculture, and perspectives from different regions of the world, to build resilient food systems. The project aim was to sustainably improve the livelihoods and food security of communities and the poor and vulnerable in six townships in the Central Dry Zone (CDZ) of Myanmar through improving livestock health, productivity, and marketing. The project is highly relevant as livestock are critical to people’s livelihoods in the area. It was evaluated as being efficiently delivered with very significant benefits being provided in developing livestock policies with good sustainability and identifying effective new technologies to promote livestock production in the CDZ. Of note, project efficiency was evaluated as being high with an adaptive approach taken as priorities changed and opportunities developed, and with strong government support providing considerable staff and other resources. At the time of the evaluation, the impact of the project remains limited as little extension work has been undertaken to improve livestock production practices and many of the policies being developed are yet to be finalized. However, the project has laid down a strong basis for the improvement in livestock policies and improved production practices and Government has taken strong ownership of these. The impact of the project will be enhanced over time as policies are consolidated and further extension of the new technologies undertaken.

Fisheries and aquaculture is a sector of special importance to food security, nutrition and livelihood in the Asia-Pacific Region, which can be significantly impacted by climate changes and related disaster risks. Effectively addressing climate change impacts and managing disaster risks in fisheries and aquaculture sector are vitally important to building resilience of the sector for sustained and greater contribution to Sustainable Development Goals (SDGs) related to ending hunger, poverty eradication and sustainable use of natural resources. FAO member countries in the region have been making good effort and significant progress in addressing climate change impacts and related disaster risks with support of international communities. A FAO regional consultative workshop was convened to bring together a wide range of players including country governments, regional organizations and other partners to share their knowledge and good practices in addressing climate change implications for fisheries and aquaculture in the region, to assess the progress made in addressing issues with marine capture fisheries, inland capture fisheries, coastal aquaculture and inland aquaculture in the context of climate change adaptation and mitigation in implementing the national plan of actions for addressing climate change in fisheries and aquaculture, and to recommend strategies for addressing institutional and capacity gaps in building climate-resilience fisheries and aquaculture industry in the region. The publication is the compilation of the workshop executive report, background technical papers, extended summary of presentations by representatives from participating government and FAO partners, and the workshop conclusions and recommendations.
