Old forms of governance in both public and private sectors are becoming increasingly irrelevant because of rapidly changing conditions. Because of these changes, both governance processes and the scope of the institutions through which power is exercised throughout society may have to undergo a radical break with the past and prevailing models of governance. Water sector is an integral part of the global system. Consequently, its governance processes and the institutions responsible for its management must change as well in order to cope with the current challenges and potential future changes. Because of these current and future changes, water governance may have to change more during the next 20 years compared to the past 2000 years, if societal expectations are to be successfully met. All these changes will make water governance more complex than ever before witnessed in human history. Improving water governance will require good and objective analyses of case studies from different parts of the world as to what has worked, why and the enabling environments under which good governance has been possible. The present volume analyses case studies of good water governance from different parts of the world, and for different water use sectors. It concludes with an analysis of the critical issues that should be considered for water governance and a priority research agenda for improving water governance in the future. This book was published as a special issue of the International Journal of Water Resources Development.

Dr. Hossen carried out an exceptional program of research in Bangladesh which focused on water governance in relation to human rights, international water law and environmental sustainability. His major argument is that eco-agricultural system encounters major disruptions due to a number of factors including regional hydropolitics and neoliberal and highly centralized approaches to water resource management that follow the principles of "ecocracy." In this context, Dr. Hossen explores three major questions: (i) How can local ecological knowledge be incorporated into national water policy? (ii) What strategies and reforms are required at the international watershed governance level? and (iii) How can human rights principles, including the principle of water as a human right, be used to formulate more effective water policy and governance principles? To answer these questions, Dr. Hossen explores the effects of regional hydropolitics on water management, focusing on three large engineering projects, the Farakka Barrage built by India on the Ganges River, and the Ganges-Kobodak (GK) and Gorai River Restoration (GRR) Projects in Bangladesh. This analysis is based on his research into local knowledge and farming practices during a year of fieldwork in 2011-12, focus group discussions, in-depth case studies and social survey methods. In addition to this primary data, he looks at extensive secondary documents from the government of Bangladesh pertaining to water management, agricultural modernization and institutional structures. The arguments herein are applicable particularly to the Ganges-Brahmaputra Basin countries in South Asia but also to the river basins of other parts of the world.

The science–policy interface is critical to the design and implementation of water policies. In theory, scientists provide policy makers with robust facts and data that can help guide decision making, and lessons from the political economy of reforms can push scientific boundaries further to trigger further research for wise solutions. While evidence-based policy is obviously desirable, in practice such a connection is not always straightforward. Another assumption behind the science–policy gap is the discrepancy between scientists and policy makers in terms of culture, process, timing, language and expected outcome. This book tries to reconcile this discrepancy through a multi-stakeholder approach to authoring its different articles. This joint initiative between the OECD – particularly its Water Governance Initiative – and the International Water Resources Association seeks to provide a canvas for grounding water policy in science, and vice versa. The objective of this book, devoted to the OECD Principles on Water Governance, is to use the OECD Principles as a common thread across the articles to draw lessons from theoretical work and practical experiences in water governance reforms; but also to only feature papers authored by groups of diverse stakeholders from different institutional backgrounds.
