"India's surge in high, well-sustained economic growth captured the world's attention for much of the period from the 1990s to the early 2010s. Often paired with China as being at the leading edge of emerging economies, the last few years have witnessed shortfalls in India's performance, which have also occurred in the cases of other "BRICS," namely, Brazil, Russia, and South Africa. India is now facing a possible fiscal crisis, higher inflation, greater concentration of economic wealth, and a slowdown in productivity. While its business sector remains vigorous, the Indian state has not yet found a viable way to fund food subsidies or come to grips with the costs of its employment guarantee program. Corruption also hinders growth at many turns. All these factors bring into question how feasible or wise it is for India to pursue a path toward global political power rather than concentrate on improved economic engagement worldwide. Dr. Joshi believes India's economic problems are serious and systemic, not a temporary blip. His analysis sets forth that the only way the country can truly prosper is to find the means to return to the earlier levels of growth through massive economic reform. This policy reorientation calls for eliminating price controls as well as both explicit and hidden subsidies to industries, introduction of direct cash transfers to the poor in place of the state's own costly production of goods and services, and an aggressive move toward privatization rather than over-reliance on family firms and widely-held corporations. How nations can promote peace, prosperity, and stability through cohesive political institutions "Little else is required to carry a state to the highest degree of opulence from the lowest barbarism, but peace, easy taxes, and a tolerable administration of justice; all the rest being brought about by the natural course of things." So wrote Adam Smith a quarter of a millennium ago. Using the tools of modern political economics and combining economic theory with a bird's-eye view of the data, this book reinterprets Smith's pillars of prosperity to explain the existence of development clusters—places that tend to combine effective state institutions, the absence of political violence, and high per-capita incomes. To achieve peace, the authors stress the avoidance of repressive government and civil conflict. Easy taxes, they argue, refers not to low taxes, but a tax system with widespread compliance that collects taxes at a reasonable cost from a broad base, like income. And a tolerable administration of justice is about legal infrastructure that can support the enforcement of contracts and property rights in line with the rule of law. The authors show that countries tend to enjoy all three pillars of prosperity when they have evolved cohesive political institutions that promote common interests, guaranteeing the provision of public goods. In line with much historical research, international conflict has also been an important force behind effective states by fostering common interests. The absence of common interests and/or cohesive political institutions can explain the existence of very different development clusters in fragile states that are plagued by poverty, violence, and weak state capacity.

Society today faces a difficult contradiction: we know exactly how the physical limits of our planet are being reached and exactly why we cannot go on as we have before – and yet, collectively, we seem unable to reach crucial decisions for our future in a timely way. This book argues that our definition of prosperity, which we have long assimilated with the idea of material wealth, may be preventing us from imagining a future that meets essential human aspirations without straining our planet to the breaking point. In other words, redefining prosperity is a necessary and urgent task. This book is the fruit of a long debate among 15 scholars from diverse fields who worked together to bring the depth and nuance of their respective fields to questions that affect us all. The result is a rich, transdisciplinary work that illuminates the philosophical and historical origins of our current definition of prosperity; identifies the complex processes that gave rise to the problems we face today; elucidates the ways in which our contemporary environmental, social, nutritional, economic, political, and cultural crises are interconnected; and explores why a half-century of economic growth has neither increased life satisfaction in the West nor vanquished world poverty. A noted Chinese economist examines the mechanisms behind China's economic reforms, arguing that universal principles and specific implementations are equally important. As China has transformed itself from a centrally planned economy to a market economy, economists have tried to understand and interpret the success of Chinese reform. As the Chinese economist Yingyi Qian explains, there are two schools of thought on Chinese reform: the “School of Universal Principles,” which ascribes China's successful reform to the workings of the free market, and the “School of Chinese Characteristics,” which holds that China's reform is successful precisely because it did not follow the economics of the market but instead relied on the government. In this book, Qian offers a third perspective, taking certain elements from each school of thought but emphasizing not why reform worked but how it did. Economics is a science, but economic reform is applied science and engineering. To a practitioner, it is more useful to find a feasible reform path than the theoretically best way. The key to understanding how reform has worked in China, Qian argues, is to consider the way reform designs respond to initial historical conditions and contemporary constraints. Qian examines the role of “transitional institutions”—not “best practice institutions” but “incentive-compatible institutions”—in Chinese reform; the dual-track approach to market liberalization; the ownership of firms, viewed both theoretically and empirically; government decentralization, offering and testing hypotheses about its link to local economic development; and the specific historical conditions of China's regional-based central planning.

Our narratives of postwar Japan have long been cast in terms almost synonymous with the story of rapid economic growth. Scott O’Bryan reinterprets this seemingly familiar history through an innovative exploration, not of the anatomy of growth itself, but of the history of growth as a set of discourses by which Japanese "growth performance" as "economic miracle" came to be articulated. The premise of his work is simple: To our understandings of the material changes that took place in Japan during the second half of the twentieth century we must also add perspectives that account for growth as a new idea around the world, one that emerged alongside rapid economic expansion in postwar Japan and underwrote the modes by which it was imagined, forecast, pursued, and regulated. In an accessible, lively style, O’Bryan traces the history of growth as an object of social scientific knowledge and as a new analytical paradigm that came to govern the terms by which Japanese understood their national purposes and imagined a newly materialist vision of social and individual prosperity. Several intersecting obsessions worked together after the war to create an agenda of social reform through rapid macroeconomic increase. Epistemological developments within social science provided the conceptual instruments by which technocrats gave birth to a shared lexicon of growth. Meanwhile, reformers combined prewar Marxist critiques with new modes of macroeconomic understanding to mobilize long-standing fears of overpopulation and "backwardness" and argue for a growthist vision of national reformation. O’Bryan also presents surprising accounts of the key role played by the ideal of full employment in national conceptions of recovery and of a new valorization of consumption in the postwar world that was taking shape. Both of these, he argues, formed critical components in a constellation of ideas that even in the context of relative poverty and uncertainty coalesced into a powerful vision of a materially prosperous future. Even as Japan became the premier icon of the growthist ideal, neither the faith in rapid growth as a prescription for national reform nor the ascendancy of social scientific epistemologies that provided its technical support was unique to Japanese experience. The Growth Idea thus helps to historicize a concept of never-ending growth that continues to undergird our most basic beliefs about the success of nations and the operations of the global economy. It is a particularly timely contribution given current imperatives to reconceive ideas of purpose and prosperity in an age of resource depletion and global warming.
