"The book was originally inspired by Harry Truman who said, "Give me a one handed economist! All my economists say on the one hand... on the other." It is my contention that ideology can only operate to limit choice. By mitigating choices, growth stimulating accords are sometimes overlooked or simply ignored. As an empiricist, I advocate that no ideology is right or wrong, but that conditions and data are all that should drive our policy-making decisions. Every policy has a place where it will or will not work, a set of circumstances that make it function or malfunction, and conditions that promote or deny the benefits associated with that policy. My view on economic policy making and world poverty is unique to the literature, since it is precisely opposite to Harry Truman's desire. The world is complex; Harry Truman needed a Three Handed Economist, one hand was never enough. The world has many sectarian problems; luckily the United States has largely avoided such problems. However, the growing wealth gap, political divide, increasingly emboldened extremist groups, and the decline of compromise is certainly harming the nation's future outlook. Since much disagreement comes down to misinformation and misunderstanding, this book seeks to educate and inform to dissuade misunderstanding and misinformation within the United States. In the rest of the world, poor people are driven to make decisions they may not make if their lives were improved. Extreme poverty is a blight on humanity and the discussion is far too limited. George Stigler (1911-1991) was unquestionably one of the post-war giants of the economics profession. Along with such compatriots as Milton Friedman, Aaron Director, Gary Becker and others at Chicago, he would manage to radically reshape the contours of the discipline, engineering a virtual counter-revolution against the previous post-war consensus. Stigler essentially pioneered the fields of industrial organisation and regulatory economics while contributing landmark studies to the history of economic thought. George Stigler was awarded a much-deserved Nobel Prize in 1982. At heart always a shy boy from the provinces, defending himself and his beliefs against the demands of a more wicked and devious world, he remained one of the only truly inscrutable figures in the history of modern economics. A kind, deeply caring family man, he fended off those outside his inner circle by employing a razor sharp, and often cruel, wit, keeping friends, colleagues and especially enemies at an arm’s distance. “... Since the financial crisis of 2008, ordoliberalism emerged from relative obscurity to become one of the crucial terms of analysis across a wide range of academic literatures and public discussion. This volume consists of the revised versions I of a selection of papers of the second EDINEB conference, held in Uppsala from 17-19 August 1995. As with the fIrst edition, the conference and these proceedings are rooted in the participant's involvement with 'EDucational INnovation in Economics and Business'. The thematic focus is quality audit, quality assessment and quality improvement, all of them collected in the theme 'In Search of Quality'. For the fIrst EDINEB conference, which took place in Maastricht, December 1993, 'Problem-Based Learning' was chosen as leading theme. The introduction of problem-based learning in the curriculum of any faculty is to be regarded as a major innovation in the educational system. In contrast, the dedication to the search of quality in education resulted in a large variety of case studies and theoretical contributions on educational innovations aiming at increasing the quality of teaching and learning. This contrast between the one major step and the many small steps has been the decisive factor for the editors to compose these proceedings as a kind of allegory of Robert M. Pirsig's famous novel 'Zen and the art of Motorcycle Maintenance, an Inquiry into Values' (ZAMM). Of course, on top of the very obvious reason that the conference had been saddled with a theme that is identical to the title that many critics (probably those who aren't so fond of motorcycling) used to rename ZAMM.
