This synthesis describes the state of the art with respect to traffic noise abatement procedures, especially noise barriers. This report of the Transportation Research Board provides information on the design, construction and maintenance of both new (Type I) and retrofit ( Type II) noise barriers. The design elements that are addressed include materials, the selection process, service life, foundations, drainage, aesthetics, and safety. The construction section covers technical problems related to surface effects, durability, snow damage, and costs. Other noise abatement measures such as insulation and highway design alternatives are also addressed. The issue of public demand and availability funding is included, and recommendations are made to improve the situation.

As new and existing U.S. residential areas and high volume highways continue to intermingle, traffic noise abatement procedures continue to be important. This study investigated the acoustic effectiveness, public acceptance, and structural requirements of various designs and types of sound barriers. In addition, the acoustic effectiveness of a prototype sound barrier is reported. Results are presented on the acoustic effectiveness from in situ measurements of one cement bonded composite panel barrier and four precast concrete, two plywood, two glued-laminated, and three post and panel barriers. The research on public acceptance of sound barriers focused on the perception of visual compatibility. Based on results from semantic-differential and individual ratings, wood and concrete barrier designs were perceived to have favored gbsruralgcs qualities. Data collected during the research on acoustic effectiveness and public acceptance were used to develop structural requirements and construction details for a prototype wood sound barrier. The prototype wood sound barrier provided insertion losses of 15 dB or greater, exceeding the 10-dB acceptable performance for a highway sound barrier.

The scope of this project included: development of a means to quantify the service lives of materials used for construction of noise barriers in Illinois; development of a life cycle cost model for the evaluation of alternative materials; and evaluation of the need for potential changes to the Special Provisions for noise barrier construction currently used in Illinois. The project included a survey of all state departments of transportation (DOTs) to develop information on experiences with noise barrier materials and products, which showed that nationwide, less than 1% of noise barriers by length have been repaired or replaced, and that few DOTs use life cycle cost analysis for selection of noise barriers. A comprehensive list of the materials currently approved for use in Illinois by the Illinois Highway Development Council was developed. The current condition of existing Illinois noise barriers was assessed by field observation, and Illinois Department of Transportation (IDOT) maintenance personnel were surveyed to develop information on maintenance histories, costs of repairs, scheduled repair or replacement of barriers, and estimated service lives of barriers in place. Service life criteria were developed considering the structural, acoustical, and aesthetic functions of noise barriers. A life cycle cost model was developed and the relative life cycle costs of existing Illinois noise barriers were computed. Noise barrier specifications supplied by IDOT and the Illinois State Toll Highway Authority were reviewed, and recommendations for improving the organization and content of the specifications were made.

The objective of this study is to access and quantify the prediction means for traffic noise. Of particular interest is the noise reduction behind noise walls, referred to as the shadow zone. The study measured traffic noise at four sites in the metropolitan Chicago area with noise barriers. These four sites were modeled with both STAMINA 2.0 and FHWA Traffic Noise Model (TNM) 1.0. For these four sites, TNM predicted the observed traffic noise more accurately than STAMINA. In general, STAMINA overpredicted the traffic noise relative to the measured values. The second objective of the study was to access the state-of-the-art of top treatments for noise walls. Top treatments are an addition to a traditional noise wall to increase the effectiveness without significantly increasing the cost or height of the noise wall. It appears that top treatments are not well enough developed for consideration in Illinois at this time. The last objective was to develop a means to help educate the general public about traffic noise and noise wall characteristics. To meet this objective, two means were developed. The first was a home page that provides great flexibility due to the hypertext format. The second was a tri-fold brochure to serve as a handout at public meetings or as a visual aid for one-on-one discussions.
