The city-state has a higher level of inequality than any country in the West, mainland China and Japan. The top 1% takes the wealth, while those in the bottom 99% do little more than survive. It is a dictatorship, a police state and an oligarchy. This is the story of the dark side of Singapore.Eighty-five percent of Singaporeans live in government housing, housing that they are forced to buy using compulsory contributions to a retirement fund. The mean family income is US$4,936 per month, an income which usually must provide for three generations, however, the very few large earners take millions of dollars each year. Singapore is one of the most expensive cities on the globe. The prime minister, an individual who was enterprising enough to inherit his job from his father earns S$2.2 million as prime minister and another S$2 million from other appointed posts, more than 6 to 8 times the income of the US President and the political leaders of the European Union, Japan, Canada, Australia and New Zealand. Yet, Singapore is a country with only five million inhabitants. It is a city, a small city. The European leaders and the US President have real jobs. The Singaporean PM does not.Singapore is ruled, like Vietnam, China, Cuba and North Korea by a single political party, the People's Action Party. The salaries of its politicians and senior officers are tied to the salaries of Singapore's business elite. The judiciary is appointed by politicians, as are the senior officers of a number of its institutions, including its central bank, the Monetary Authority of Singapore, its investment organizations, Temasek and the GIC, sovereign wealth funds, and a number of news, communications and land owning institutions. Control is the order of the day. Singapore is a political oligarchy, which claims to be precisely what it is not, a meritocracy. The only beneficiaries are the Lee clan and its lackeys, the People's Action Party, the only party to have governed Singapore, and the business community that keeps them in power. Singapore controls the press, restricts freedom of speech, ignores human rights, and promulgates its own version of its history, a story that eschews reality.

On December 4, 1865, members of the 39th United States Congress walked into the Capitol Building to begin their first session after the end of the Civil War. They understood their responsibility to put the nation back on the path established by the American Founding Fathers. The moment when the Republicans in the Reconstruction Congress remade the nation and renewed the law is in a class of rare events. The Civil War should be seen in this light. In From Oligarchy to Republicanism: The Great Task of Reconstruction, Forrest A. Nabors shows that the ultimate goal of the Republican Party, the war, and Reconstruction was the same. This goal was to preserve and advance republicanism as the American founders understood it, against its natural, existential enemy: oligarchy. The principle of natural equality justified American republicanism and required abolition and equal citizenship. Likewise, slavery and discrimination on the basis of color stand on the competing moral foundation of oligarchy, the principle of natural inequality, which requires ranks. The effect of slavery and the division of the nation into two “opposite systems of civilization” are causally linked. Charles Devens, a lawyer who served as a general in the Union Army, and his contemporaries understood that slavery’s existence transformed the character of political society. One of those dramatic effects was the increased power of slaveowners over those who did not have slaves. When the slave state constitutions enumerated slaves in apportioning representation using the federal three-fifths ratio or by other formulae, intra-state sections where slaves were concentrated would receive a substantial grant of political power for slave ownership. In contrast, low slave-owning sections of the state would lose political representation and political influence over the state. This contributed to the non-slaveholders’ loss of political liberty in the slave states and provided a direct means by which the slaveholders acquired and maintained their rule over non-slaveholders. This book presents a shared analysis of the slave South, synthesized from the writings and speeches of the Republicans who served in the Thirty-Eighth, Thirty-Ninth or Fortieth Congress from 1863-1869. The account draws from their writings and speeches dated before, during, and after their service in Congress. Nabors shows how the Republican majority, charged with the responsibility of reconstructing the South, understood the South. Republicans in Congress were generally united around the fundamental problem and goal of Reconstruction. They regarded their work in the same way as they regarded the work of the American founders. Both they and the founders were engaged in regime change, from monarchy in the one case, and from oligarchy in the other, to republicanism. The insurrectionary states’ governments had to be reconstructed at their foundations, from oligarchic to republican. The sharp differences within Congress pertained to how to achieve that higher goal.

For centuries, oligarchs were viewed as empowered by wealth, an idea muddled by elite theory early in the twentieth century. The common thread for oligarchs across history is that wealth defines them, empowers them and inherently exposes them to threats. The existential motive of all oligarchs is wealth defense. How they respond varies with the threats they confront, including how directly involved they are in supplying the coercion underlying all property claims and whether they act separately or collectively. These variations yield four types of oligarchy: warring, ruling, sultanistic and civil. Moreover, the rule of law problem in many societies is a matter of taming oligarchs. Cases studied in this book include the United States, ancient Athens and Rome, Indonesia, the Philippines, Singapore, medieval Venice and Siena, mafia commissions in the United States and Italy, feuding Appalachian families and early chiefs cum oligarchs dating from 2300 BCE.

In this compelling study, the first of its kind, Mark Wasserman pursues these questions through an analysis of the history and politics of the northern Mexican state of Chihuahua from 1910 to 1940. Chihuahua boasted one of the strongest pre-revolutionary elite networks, the Terrazas-Creel family. Wasserman describes this group's efforts to maintain its power after the Revolution, including its use of economic resources and intermarriage to forge partnerships with the new, revolutionary elite. Together, the old and new elites confronted a national government that sought to reestablish centralized control over the states and the masses. Wasserman shows how the revolutionary government and the popular classes, joined in opposition to the challenge of the elites, finally formalized into a national political party during the 1930s. Persistent Oligarchs concludes with an account of the Revolution's ultimate outcome, largely accomplished by 1940: the national government gaining central control over politics, the popular classes obtaining land redistribution and higher wages, and regional elites, old and new, availing themselves of the great opportunities presented by economic development. The Lands in Between: Russia vs. the West and the New Politics of Russia's Hybrid War contends that these "lands in between" hold powerful lessons for Western countries. For Western politics is becoming increasingly similar to the lands in between, where hybrid warfare has polarized parties and voters into two camps: those who support a Western vision of liberal democracy and those who support a Russian vision of nationalist authoritarianism. Paradoxically, while politics increasingly boils down to a zero sum "civilizational choice" between Russia and the West, those who rise to the pinnacle of the political system in the lands in between are often non-ideological power brokers who have found a way to profit from both sides, taking rewards from both Russia and the West.
