`It is possible, though not easy, to forgive Professor Fletcher for writing his book, for he is a generous and lovable man. It is harder to forgive the SCM Press for publishing it.' As Professor Dunstan's remarks in The Guardian show, Situation Ethics is not a book which can be read in tranquillity. None but the inexperienced and simple will take them for pure coin, for the working of a fine moral feeling, or conscience. In point of fact, the general correctness of conduct which is adopted in human intercourse, and insisted on as a rule no less immovable than the hills, depends principally on two external necessities; first, on legal ordinance, by virtue of which the rights of every man are protected by public authority; and secondly, on the recognised need of possessing civil honour, in other words, a good name, in order to advance in the world. This is why the steps taken by the individual are closely watched by public opinion, which is so inexorably severe that it never forgives even a single false move or slip, but remembers it against the guilty person as an indelible blot, all his life long. As far as this goes, public opinion is wise enough; for, starting from the fundamental principle: Operari sequitur esse (what one does is determined by what one is), it shows its conviction that the character is unchangeable, and that therefore what a man has once done, he will assuredly do again, if only the circumstances be precisely similar. Such are the two custodians that keep guard on the correct conduct of people, without which, to speak frankly, we should be in a sad case, especially with reference to property, this central point in human life, around which the chief part of its energy and activity revolves....

Guyau was originally announced under the title of The Non-Religion of the Future, and, doubtless, an impression is generally prevalent that, with the modification or disappearance of traditional forms of Belief, the fate of Religion itself is involved. The present volume is a plea for a reconsideration of the Religious question, and an inquiry as to the possibility of reconstructing Religion by shifting its basis from inscrutable dogmas to the unquestionable facts of man's moral nature. It is now some fifty years since Emerson wrote that "the progress of Religion is steadily towards its identification with Morals," and foretold "a new Church founded on Moral Science . . . the Church of men to come". It is more than a century since the immortal Immanuel Kant startled Europe by the betrayal of the immensity of the emotion whereby the contemplation of "man's sense of law" filled his soul, shedding henceforth an unfading glory about the ideal of Duty and Virtue, and elevating it in the strictest sense to the supreme height of Religion. What these men-the prophet and philosopher of the New Idealism-thought and did has borne fruit in the foundation in America, Great Britain and Ireland, in France, Germany, Austria and Italy, of Centres or Societies of Ethical Culture which assume as axiomatic that there is, there can be, no Religion but that which makes us one with the Moral Progress of Humanity, by incessant co-operation with "the Power that makes for Righteousness". If Religion be, what its name signifies, the unifying principle of mankind, in no other wise can we be possibly made One with each other and with the Universal Power than by so living as to secure the ends for which worlds and men exist. As the great Ethical prophet of the West expressed the truth: "My Father worketh even until now, and I also work". In such co-operation by moral life we place the very essence of Religion.

THAT the moral concepts are ultimately based on emotions either of indignation or approval, is a fact which a certain school of thinkers have in vain attempted to deny. The terms which embody these concepts must originally have been used—indeed they still constantly are so used—as direct expressions of such emotions with reference to the phenomena which evoked them. Men pronounced certain acts to be good or bad on account of the emotions those acts aroused in their minds, just as they called sunshine warm and ice cold on account of certain sensations which they experienced, and as they named a thing pleasant or painful because they felt pleasure or pain. But to attribute a quality to a thing is never the same as merely to state the existence of a particular sensation or feeling in the mind which perceives it. Such an attribution must mean that the thing, under certain circumstances, makes a certain impression on the mind. By calling an object warm or pleasant, a person asserts that it is apt to produce in him a sensation of heat or a feeling of pleasure. Similarly, to name an act good or bad, ultimately implies that it is apt to give rise to an emotion of approval or disapproval in him who pronounces the judgment. Whilst not affirming the actual existence of any specific emotion in the mind of the person judging or of anybody else, the predicate of a moral judgment attributes to the subject a tendency to arouse an emotion. The moral concepts, then, are essentially generalisations of tendencies in certain phenomena to call forth moral emotions. However, as is frequently the case with general terms, these concepts are mentioned without any distinct idea of their contents. The relation in which many of them stand to the moral emotions is complicated; the use of them is often vague; and ethical theorisers, instead of subjecting them to a careful analysis, have done their best to increase the confusion by adapting the meaning of the terms to fit their theories. Very commonly, in the definition of the goodness or badness of acts, reference is made, not to their tendencies to evoke emotions of approval or indignation, but to the causes of these tendencies, that is, to those qualities in the acts which call forth moral emotions. Thus, because good acts generally produce pleasure and bad acts pain, goodness and badness have been identified with the tendencies of acts to produce pleasure or pain. The following statement of Sir James Stephen is a clearly expressed instance of this confusion, so common among utilitarians:—“Speaking generally, the acts which are called right do promote, or are supposed to promote general happiness, and the acts which are called wrong do diminish, or are supposed to diminish it. I say, therefore, that this is what the words ‘right’ and ‘wrong’ mean, just as the words ‘up’ and ‘down’ mean that which points from or towards the earth’s centre of gravity, though they are used by millions who have not the least notion of the fact that such is their meaning, and though they were used for centuries and millenniums before any one was or even could be aware of it.”
