The just war tradition is central to the practice of international relations, in questions of war, peace, and the conduct of war in the contemporary world, but surprisingly few scholars have questioned the authority of the tradition as a source of moral guidance for modern statecraft. Just War: Authority, Tradition, and Practice brings together many of the most important contemporary writers on just war to consider questions of authority surrounding the just war tradition. Authority is critical in two key senses. First, it is central to framing the ethical debate about the justice or injustice of war, raising questions about the universality of just war and the tradition’s relationship to religion, law, and democracy. Second, who has the legitimate authority to make just-war claims and declare and prosecute war? Such authority has traditionally been located in the sovereign state, but non-state and supra-state claims to legitimate authority have become increasingly important over the last twenty years as the just war tradition has been used to think about multilateral military operations, terrorism, guerrilla warfare, and sub-state violence. The chapters in this collection, organized around these two dimensions, offer a compelling reassessment of the authority issue’s centrality in how we can, do, and ought to think about war in contemporary global politics.

This book raises questions about the just war tradition through a critical examination of its revival and by juxtaposing it with a literary phenomenology of war. Recent public debate about war has leaned heavily on a just-war tradition dating back many centuries. This book examines the recent revival of that tradition in the United States and Britain, arguing that it is less coherent and comprehensive as an approach to the ethical issues arising from war than is generally supposed, and that it is inconsistent in important ways with the theology on which it was originally based. A second line of criticism is mounted through close readings of modern texts in English - from Britain, Australia and the USA – that together constitute a more subjective, bottom-up understanding of the moral dilemmas of military life. In this second tradition the task of representing war is seen as more problematic, and its rationality more questionable, than in just war discourse. Works by William Shakespeare, Sir Walter Scott, James Fennimore Cooper, Stephen Crane, John Buchan, Robert Louis Stevenson, Joseph Conrad, Tim O’Brien and Kurt Vonnegut are featured. The book will be of great interest to students and scholars of security studies, military studies, theology and international relations.

Many books have been written about war, but few have focused on how wars can be brought to an end. Wars are rarely inevitable however and this book is aimed at understanding how violent conflicts can be brought to a close through intervention, mediation and political negotiation. The simple premise underlying the book is that wars between states and wars within states are generally fought by rational people for particular political goals or perceived interests. War is better understood as a methodology rather than an ideology. When the context, issues and actors in these armed conflicts change then it is often possible to control, or even transform such violence. By bringing together a number of existing debates from peace and conflict research as well as scholars of international relations, the book examines the dynamic forces that lie behind the ending of wars and how these have changed over time. Examples are drawn from a wide range of armed conflicts to analyse the efforts that have been made to move from War-War to Jaw-Jaw, or more typically Jaw-War. Efforts at third-party intervention, mediation and political negotiation across a range of conflict zones from Europe to Sub-Saharan Africa are discussed in full. Neither idealistic nor fatalistic, this book is a must-read for all students of international politics and security studies.

From international NGOs to UN agencies, from donors to observers of humanitarianism, opinion is unanimous: in a context of the alleged "clash of civilizations", our "humanitarian space" is shrinking. Put another way, the freedom of action and of speech of humanitarians is being eroded due to the radicalisation of conflicts and the reaffirmation of state sovereignty over aid actors and policies. The purpose of this book is to challenge this assumption through an analysis of the events that have marked MSF's history since 2003 (when MSF published its first general work on humanitarian action and its relationships with governments). It addresses the evolution of humanitarian goals, the resistance to these goals and the political arrangements that overcame this resistance (or that failed to do so). The contributors seek to analyse the political transactions and balances of power and interests that allow aid activities to move forward, but that are usually masked by the lofty rhetoric of "humanitarian principles". They focus on one key question: what is an acceptable compromise for MSF? This book seeks to puncture a number of the myths that have grown up over the forty years since MSF was founded and describes in detail how the ideals of humanitarian principles and "humanitarian space" operating in conflict zones are in reality illusory.
