Excerpt from In the World War IT is impossible in a small volume to write the history of the World War in even a partially exhaustive manner. Nor is that the Object of the book. Rather than to deal with generalities, its purpose is to describe separate events of which I had intimate knowledge, and individuals with whom I came into close contact and could, therefore, Observe closely; in fact, to furnish a series of snapshots of the great drama. By this means the following pages may possibly pre sent a conception of the war as a whole, which may, nevertheless, differ in many respects from the hitherto recorded, and possibly faulty, history of the war. Every one regards people and events from his own point of View; it is inevitable. In my book, I speak of men with whom I was in Close touch; of others who crossed my path without leaving any personal im pression on me; and finally, of men with whom I was Often in grave dispute. I endeavor to judge of them all in Objective fashion, but I have to describe people and things as I saw them. Wherever the description appears to be at fault, the reason will not be due to a prematurely formed opinion, but rather, probably, to a prevailing lack Of the capacity for judging. Not everything could be revealed. Much was not explained, although it could have been. Too short a period still separates us from those events to justify the lifting of the veil from all that happened. But what remains unspoken can in no way change the whole picture which I describe exactly as imprinted on my mind. Excerpt from History of the World War, Vol. 1 The World War, entering its thirty-fourth month, as these lines are writ ten, has had three distinct phases, both on the military side and on the larger and more significant human side. The three military phases are supplied by the Marne campaign and its immediate consequences; the Russian campaign, with its Balkan episode and its Verdun ending; the Allied offensive in the west, which began at the Somme in July, 1916, and is still proceeding before Arras and along the old Aisne battlefield. In the Marne campaign Germany sought a complete triumph by a swift and terrible thrust at France, the only one of her foes then in any sense pre pared for war. Her thrust was parried at the Marne and permanently blocked at the Yser and at Ypres. Thereafter she had to turn east and restore the fail ing fortunes of Austria and protect her own imperilled marches. In the Russian campaign Germany sought to dispose of Russia, as she had endeavoured to dispose of France in the Marne campaign. Immediate success escaped her in this field. Despite terrible defeats and long retreats, Russian resistance was not broken, although the Russian Revolution, now the main factor on the eastern front and unmistakably a consequence of Russian defeat, gives to the German campaign of 1915 a value that was not perceived at the time. What the permanent value will be remains problematical. But as she had to turn east, with her western task incomplete in Germany had, after a brief and glorious campaign on behalf of her Turkish ally, to return west in February, 1916, and seek at Verdun what she had not attained on the Marne. Her failure there cost her the initiative and condemned her to the defensive. The campaign which opened at the Somme is still proceeding. Since they began their attack on July 1, 1916, the Allies have steadily, if only slowly, pushed the Germans back and the recent victory of Arras demonstrates that the British army has at last reached a high state of efficiency, while there are signs, far from conclusive to be sure, of a decline in German morale. The event was no new occurrence in the House of Austria. Within forty-seven years the Emperor Francis Joseph had lost, by the assassin's hand, his brother, his son, his wife and now his nephew. During a day or two the murder was a matter of current conversation; but ere July was half spent the crime had been almost forgotten. Our trouble with Mexico, home rule for Ireland, the doings of the Ulster men, the Caillaux trial, the violence of the suffragettes in England held the attention of the public. Great was the astonishment of our countrymen, therefore, when they read in the newspapers of July 24, that cable dispatches from London reported weakness in the stock markets of Europe caused by fear of war between Austria-Hungary and Serbia, and the possible drawing into the conflict of other European powers. Excerpt from The United States in the World War (1918-1920) Two visits to our ports by the merchant submarine Deutsch-land, one by the armed undersea boat U-53, and the torpedoing by her of five ships off Nantucket Island in the autumn of 1916 made it certain, now we were at war, that sooner or later our Atlantic coast would be the scene of this form of German frightfulness. No surprise, therefore, was felt when, about the middle of May, 1918, rumors of the presence of a submarine off the capes of Virginia became current. The master of a British steamship which reached an Atlantic port May 22 reported that he had seen a submarine one hundred and fifty miles off the Virginia capes, and had fired five shots at her. The captain of a Clyde Line steamer which reached port a few days later had sighted three derelicts with cargoes untouched, sides torn open, and crews gone. One, a large four-masted schooner, was floating with her starboard side up, and had a great hole well below the water line. Another, found in latitude 37 north, longitude 75 west, was half submerged with bow down and stern high in air. Four small fishing vessels were standing by, examining her. A search for the missing crews, made by the Clyde liner, revealed no trace of them. Near the wreck were floating a few unmarked cork-ring life boats.
