How could the GovTech improve budget processes and execution efficiency? Could the GovTech strengthen redistributive function of public expenditure? Based on an event-study method, this paper finds that the introduction of digital budget payments and e-procurement could significantly enhance budget transparency and help expand the coverage of social assistance to reach the most vulnerable population. Exploiting staggered adoption of digital budget payments, a synthetic control regression identifies meaningful increase in pre-tax income shares among the bottom 50th percentile and female workers, especially for emerging market and developing countries, with effects materializing gradually over 10-year period. The paper delves into the potential mechanism driving these equity benefits, highlighting the reduction in business informality as a primary channel. However, the paper emphasizes that the mere adoption of GovTech strategies or digital technologies is insufficient to unlock its full potential. The outcomes are intricately linked to supporting policies, regulations, organizational and system integration, and robust digital connectivity. The paper underscores that inter-agency coordination facilitated by a dedicated GovTech institution emerges as a critical factor for reaping both efficiency and equity gains from GovTech initiatives.

Haiti is facing exceptional challenges. While security has deteriorated steadily since the last 2019 Article IV Consultation, it reached crisis proportions in the first few months of 2024. Gangs controlled 80 percent of the capital during March-May 2024, paralyzing economic activity by disrupting supply chains, destroying much infrastructure, and rekindling inflation pressures. The escalation of violence has destroyed human and physical capital and led to a surge in the number of displaced people and greatly accelerated brain drain. The worsened security situation has amplified Haiti’s fragility, compounding its multiple shocks, including the pandemic, a devastating earthquake, political crisis following the assassination of President Moïse, worsening malnutrition resulting from the economic spillovers of Russia’s war in Ukraine which led to the food crisis, and repeated outbreaks of infectious diseases. The economy is only very slowly normalizing. The first wave of the contingent of the Multinational Security Support mission (MSS)—led by Kenya backed by the United Nations—arrived in Haiti at the end of June to help re-establish security. The new government, in place since June 2024 with a time-bound mandate through February 2026 (tasked with holding general elections), has a window of opportunity to implement reforms that could eventually help restore the country’s potential over the medium and long term.

The Gulf Cooperation Council (GCC) countries have pursued ambitious digitalization strategies as part of their broader economic transformation agenda. This paper provides a thorough review of the GCC's significant acceleration in digital transformation, particularly since the onset of the pandemic, highlighting progress in digital infrastructure, GovTech (government technology) maturity, and fintech activities. By constructing a novel composite index—the Enhanced Digital Access Index (EDAI)—and benchmarking the GCC's achievements against those of advanced and other emerging market economies, the paper finds that the GCC, on average, has closed its gap with AEs on the overall EDAI, with strengths particularly in digital infrastructure and affordability. Based on a global sample, the paper’s empirical analysis highlights a positive correlation between digitalization advancement and enhanced financial inclusion, strengthened banking sector resilience during crises, improved government effectiveness, and faster corporate sector recoveries following economic downturns. To complement the sectoral analysis of the impact of digitalization, the paper also examines the relationship of economic growth and resilience with economy-wide digitalization and find a positive association. Our findings point to additional economic gains from further advancing digitalization in the GCC, which would require comprehensive strategies to further leverage digitalization to enable a more effective and transparent public sector, balance opportunities and risks associated with fintech, enhance digital skills and digital adoption, with adequate social safety nets and appropriate training to strengthen social protection and labor market inclusion, and create an enabling environment to further digital penetration.
