The book begins with the sums of independent random variables and vectors, with maximal inequalities and sharp estimates on moments, which are later used to develop and interpret decoupling inequalities. Decoupling is first introduced as it applies to randomly stopped processes and unbiased estimation. The authors then proceed with the theory of decoupling in full generality, paying special attention to comparison and interplay between martingale and decoupling theory, and to applications. These include limit theorems, moment and exponential inequalities for martingales and more general dependence structures, biostatistical implications, and moment convergence in Anscombe's theorem and Wald's equation for U--statistics. Addressed to researchers in probability and statistics and to graduates, the expositon is at the level of a second graduate probability course, with a good portion of the material fit for use in a first year course.

This book explores the independence of official statistics and describes the various legal and professional norms, institutional arrangements, instruments and practices that statisticians have developed over recent decades to protect their work from political interference. It argues that this ‘drive for independence’, which saw the replication of these norms, arrangements, and instruments across countries, was largely led by the international epistemic community of statisticians, and it identifies some of the paths and processes that enabled this drive. The study conducts an overall, multi-dimensional, and detailed comparative examination of the thirty-eight OECD countries’ norms, arrangements, and practices regarding the institutional and professional independence of official statistics. For that purpose, several dimensions have been surveyed and an index has been built that allows patterns and clusters to be uncovered among the OECD countries, shedding light on the variations that can be observed from one subgroup of countries to another. The issue of the independence of official statistics has been at the heart of several recent statistical controversies, including that of Greece’s debt, censuses in Canada and the United States, the Argentinian cost of living index, and some recent cases of resignation or dismissal of senior statisticians in various countries. Such independence has been a major topic of discussion in the epistemic community since the turn of the century, and concerns have also been addressed more widely, in the media. The subject of the book is particularly relevant as official statistics also play a significant role in monitoring the progress of the United Nations’ Sustainable Development Goals. Public confidence in official statistics is at a low level and to improve the situation the Government is proposing to replace the Office for National Statistics with an independent statistics office, which will have the status of a non-ministerial department but with and independent Board. This report examines the proposal under the headings: framework for national statistics; governance of the independent statistics office; establishing a non-ministerial department; funding arrangements; parliamentary scrutiny; pre-release of statistics; devolution and UK-wide statistics; access to statistics. Although the Committee welcomes the Government's recognition of the need for greater independence in the statistical system, it is concerned that the reforms do no go far enough. In particular the proposals are limited to ONS, whilst other Departments produce a significant amount of statistics, with ministers having too much control over what is designated a National Statistic. In addition they are worried about the executive responsibilities of the board might detract from its perceived independence. There are also concerns about the lack detail about how the Department should operate as a non-ministerial department, its funding arrangements and the role of Parliament in scrutinising its operation.

The concept of sub-independence is defined in terms of the convolution of the distributions of random variables, providing a stronger sense of dissociation between random variables than that of uncorrelatedness. If statistical tests reject independence but not lack of correlation, a model with sub-independent components can be appropriate to determine the distribution of the sum of the random variables. This monograph presents most of the important classical results in probability and statistics based on the concept of sub-independence. This concept is much weaker than that of independence and yet can replace independence in most limit theorems as well as well-known results in probability and statistics. This monograph, the first of its kind on the concept of sub-independence, should appeal to researchers in applied sciences where the lack of independence of the uncorrelated random variables may be apparent but the distribution of their sum may not be tractable.
