The Working for Health five-year action plan for health employment and inclusive economic growth (2017–2021) draws on the recommendations of the report of the United Nations High-level Commission on Health Employment and Economic Growth. It is delivered principally through the joint intersectoral W4H programme and its Multi-Partner Trust Fund (MPTF) in partnership with WHO, ILO and OECD. A major part of its objectives is to stimulate workforce actions in alignment with national, regional and global strategies and plans. These actions are delivered at country and regional level through multisectoral Member State-led collaboration and catalytic technical and financial support. Other joint W4H work includes developing and adapting key global public goods, including an international platform for health worker mobility, an interagency data exchange platform, an ILO and OECD approach to anticipating the skills needs of health workers, and a methodology for measuring employment impact. This document presents the findings of an independent end-of-project review of the Working for Health five-year action plan for health employment and inclusive economic growth (2017–2021) Working for Health Multi Partner Trust Fund over the first action plan period. This included direct support to 13 countries, two economic regions and three global projects. The review is based on the evaluation criteria of relevance, efficiency, effectiveness, impact and sustainability. The review also looks to the future of sustaining investment and support for implementation of subsequent projects under the new Working for Health 2022–2030 Action Plan and its MPTF, which was extended by Member States at the Seventy-fifth World Health Assembly in May 2022.

The evaluation covers the period January 2020 to August 2023. The geographical scope of the evaluation has involved the three levels of WHO (global, regional and country levels) and external key partners. The programmatic evaluation scope was concerned with assessing the SP-PHC in the following areas/evaluation criteria: relevance, coherence, effectiveness, efficiency, added value, sustainability and equity, gender and human rights considerations. The evaluation did not assess the Universal Health Coverage Partnership (UHC-P) as it has its own separate governing body and reviews/evaluations but instead considered how the SP-PHC had enhanced the value of the UHC-P and vice versa. The resilience and essential public health functions (REPHF) team and Systems’ Governance and Stewardship (SGS) were also not within the scope of this evaluation. However, these workstreams were considered in the wider conclusions and recommendations for the SP-PHC, as appropriate. Finally, the evaluation was focused on the SP-PHC; its scope did not include assessing the configuration and capacity of WHO’s departments and functions as they relate to UHC and health systems.

The Republic of South Sudan gained independence from the Republic of Sudan on 9 July 2011, following civil wars that began in 1955 and left more than two million dead. Challenges faced by the new government are daunting with some of the worst social indicators globally. The Department for International Development has quickly established and scaled up a full office in Juba and developed a four-year development and humanitarian aid programme amounting to some £360 million making South Sudan one of the largest recipients of UK bilateral aid. Regrettably, the delivery of DFID's programme is already at risk before it has properly begun with the humanitarian crisis created by the loss of South Sudan's oil revenue, combined with the increasing number of returnees and refugees arriving in the country and ongoing inter-tribal violence. The South Sudan government has introduced austerity measures to cope with the loss of 98% of its income but the UK, and other donors, cannot bankroll South Sudan through this austerity period. DFID has already re-focussed its development programmes away from long-term development towards supporting the most vulnerable people and saving lives. Overall, the Committee believes that DFID's programme is diverse and challenging, although it is too early to judge its success. There have been well-documented difficulties with both World Bank and UN administered pooled funds in South Sudan and there is concern at channelling aid through them. The emphasis that DFID gives to the equality of girls and women in its programme is welcomed and, despite the pressures and uncertainties this should be maintained
