While shortly after these events the victory of democracy was celebrated or even the "end of history" proclaimed (Fukuyama), it soon became clear that these rather optimistic assumptions could not be sustained. Huntington (1993) predicted conflicts along cultural lines and Alvin and Heidi Toffler (1994) assumed these conflicts would take the form of asymmetric warfare leading to the phenomenon of "failed states" which, according to Chomsky (2006), present a threat to democracy. Asymmetric warfare, cultural conflicts and failed states have all already left their impact on the young 21st century. Yet the same period of time has also seen unprecedented global integration, in the economy, but in terms of human personal exchange as well, largely fueled by new communication technologies. However, the emerging "global village" seems to bear more characteristics of a Hobbesian state of nature than of a global civilization. Furthermore, as there are an ever increasing number of issues which can obviously only be addressed on a transnational basis, it becomes necessary to supplement global economic integration with an adequate political framework. Both India and the European Union are prime examples of political integration, the former for national and the latter for regional integration. However, one of the presumptions of this dissertation is that in both cases complementary forms of political integration can be identified: while in India national integration necessitated regional integration, the European Union may well be on its way toward a Europe

The term “model” has two connotations: (1) it describes a distinguishable set of characteristics, and (2) it contains a (usually positive) qualitative aspect, something that could/ should be followed or imitated. While in the case of India and the European Union the first connotation is rather obvious as two distinctive types of integration can be identified, this dissertation not only attempts to analyse these different types but also to verify whether the second connotation can be applied or not. As the hypothesis is that in both types elements of the other will be identifiable, the focus rests upon discovering certain patterns of integration while at the same time appreciating the differences.

Both India and Europe have been undergoing a difficult process of negotiating cultural, religious and ethnic diversity within their democratic frameworks. In fact, recent incidents of xenophobic backlash against multiculturalism and minority communities in Europe, as well as myriad movements for constitutional recognition of castes, tribes and languages and the emergence of Islamophobic terror in India, question the conventional idea of democracy as the idyllic preserver of diversity. This volume contests the simplistic connection between democracy and diversity by proposing that democracy, in fact, produces, sediments and reinforces cultural heterogeneity. It argues that in democratic polities, disparate cultural practices are often converted into identity categories, with disturbing implications for national identity, constitutionalism, political governance and citizenship. While mobilizations on the plank of cultural differences are typically viewed as being born in undemocratic spaces with little toleration for diversity, they also find fertile soil in democracy insofar as democracy celebrates diversity and allows cultural dissent to thrive. Such dissent, while essential for democracy, has difficult consequences. Examining the fundamental conflict between constructions of particular cultural identities and mandates of a unifying democratic ethos, the book brings forth the complexities underlying the politics of identity recognition and national integration. In making a radical intervention in the discourse, this volume offers a critique of existing paradigms of multiculturalism. It will interest scholars and students of political science, sociology, and postcolonial and comparative studies.

This book summarizes the research findings in regarding a region as a rational and abstract concept and explores the principles of regional science. Focusing on location theory, spatial dynamics and regional evolution theory, it stresses that the region as a scientific concept is an essential abstract of an economic entity of a place. Beginning with location theory – the basis of regional science – it explains how regions breed their own characteristics as economic entities against a background of place. The second part of the book addresses interactions with the spatial dynamics, including the dynamic mechanism of regions against a background of space. Spatial dynamics, which includes concepts from statistical physics, provides insights into the dynamic mechanism of aggregation, diffusion, and industrial clustering in regional science as well as in geography and economics. The book then describes regional dynamics as a development of spatial dynamics: REGION is completely independent as a research object and is no longer part of spatial dynamics. This book also discusses in detail regions as the dynamic characteristics of the economy or the basic characteristics of a certain place and examines the theory of regional evolution. It argues that regions are evolution and irreversible features of development with path dependence, which are the characteristics of a region that differ from general economic phenomena. This book by Professor Zheng Wang is outstanding. Its focus on Regional Science will open this area up to a wide variety of theoretical and applied researchers. Article 44 of The Constitution of India, provides that 'The State shall endeavour to secure for the citizens a Uniform Civil Code throughout the territory of India.' Even after more than six decades, this anticipated code has not been developed or implemented. This book provides a blueprint for alternative frameworks and courses of action, drawing on lessons from comparative context to develop a Uniform Civil Code for India. It explores the interplay between issues of law, culture, and religion in light of various intra-community and inter-community disputes. The book proposes a series of guidelines and considerations to inform this process. The first guideline urges that the process of preparing and implementing a Uniform Civil Code should be the function of the Legislature. The Courts can resolve certain specific points but the comprehensive code is a legislative function and not for judicial resolution. The second guideline suggests the parallel application of civil and religious law. The securing of a Uniform Civil Code must not negate the possibility of citizens availing themselves of religious law-if they so wish. The third guideline advises a gradual application of a Uniform Civil Code. The development of the code should be done topic by topic, chapter by chapter. The fourth guideline is to deploy tools of mediation in both the formation of the code and its implementation. This mediation should take on two forms—intercommunity mediation and individual mediation. The first of these two relates to a dialogue between the communities of India, to advance an agreement upon the substantive provisions of the Uniform Civil Code. The second relates to mediation between individuals, in occasions where dispute arises in the realm of personal law.

Political boundaries are often porous to finance, financial intermediation, and financial distress. Yet they are highly impervious to financial regulation. When inhabitants of a country suffering a deficit of purchasing power are able to access and deploy funds flowing in from a country with a surfeit of such power, the inhabitants of both countries may benefit. They may also benefit when institutions undertaking such cross-border financial intermediation experience economies of scale and are able to innovate and to offer funds and services at lower costs. Inevitably, however, at least some such institutions will sometimes act imprudently, some of the projects in which such funds are deployed may be unwise, and other such projects can suffer from unforeseen circumstances. As a result of such factors, a financial institution may suffer distress in one country, and may then transmit such distress to other countries in which it operates. The efficacy of any response to such cross-border transmission of distress may turn on the response being given due effect in both (or all) the territories in which the distressed financial institution operates. This situation creates a conundrum for policymakers, legislators, and regulators who wish to enable those subject to their jurisdiction to access the benefits of cross-border financial intermediation, yet cannot make rules and regulations that would have effect outside that jurisdiction. This book explores this conundrum and offers a response. It does so by drawing on and adding to the literatures on financial intermediation, regulation, and distress, and on existing hard and soft laws and regulations. The book advocates for the creation of a model law that would address the full range of financial institutions, including insurance companies, and that would enable relevant authorities to cooperate with counterparts in advance of the onset of distress and to give appropriate effect in their jurisdiction to measures taken by counterpart authorities in other jurisdictions in which the distressed institution also operates.
