Rapid growth since 1980 has transformed India the 50th ranked economy in nominal US dollars to the 12th largest in the world in 2003. When income is measured with regard to purchasing power parity, the Indian economy occupies fourth place, after the United States, Japan, and China. Along with growing incomes, India’s increasingly outward orientation and the growing optimism about its economy has led to a surge in international investors interest. At the same time evidence suggests that income inequality is rising and the gap in average per capita income between the rich and poor states is growing. This book of collected articles provides an in-depth treatment of growth and employment issues in India. It reviews India’s long-term growth experience, emerging constraints and challenges, and the way forward for sustaining rapid growth along with more and better employment. Specifically, the book identifies ways in which the investment climate can be further improved to raise productivity and reduce the cost of doing business, thereby promoting domestic and foreign private investment. It looks at the growth and productivity challenges in agriculture and suggests policies that will help raise farm productivity and incomes. Higher farm productivity and incomes along with more and better non-farm jobs will reduce poverty at a faster pace than in the recent past. Reducing poverty, and providing for minimum needs, is the ultimate yardstick against which to measure development. To this end, the study outlines India's growth rate, improved social indicators, and poverty reduction since the 1970s, but specifies that, despite this progress, poverty is a serious concern, where social indicators remain below comparator countries. Human development is examined, focusing on social indicators, stating the delivery of health and education is fraught with limited accountability for performance and with low management capacity. Governance is critical to development, but the country's inadequate and adverse factors hinder the development of public administration, instead, performance incentives, and accountability within a downsized civil service, effective financial management, and decentralization should be pursued. Infrastructure should attract private investments, but the perverse impact of subsidies preclude the provision of private services. However, regulatory agencies are imperfect alternatives to competition, but corporatization would be an essential step in attracting the private sector. The study further reviews deregulation to increase trade growth and improve labor market flexibility. Conclusions call for reforms, arguing it would lead to higher growth, favorable balance of payments, and further capital inflows, including foreign direct investments.

Over the past 25 years, India's economy grew at an average real rate of close to 6 percent, with growth rates in recent years accelerating to 9 percent. Yet by 2005-06, the general government debt-to-GDP ratio was 34 percentage points higher than in the 1980s. The authors examine the links between public finances and growth in the post-1991 period. They argue that the main factor in the deterioration of government debt dynamics after the mid-1990s was a reform-induced loss in trade, customs, and financial repression taxes. Over time, these very factors plus lower entry barriers have contributed to stronger microfoundations for growth by increasing competition and hardening budget constraints for firms and financial sector institutions. The authors suggest that the impressive growth acceleration of the past few years, which is now lowering government indebtedness, can be attributed to the lagged effects of these factors, which have taken time to attain a critical mass in view of India's gradual reforms. Similarly, the worsening of public finances during the late 1990s can be attributed to the cumulative effects of tax losses, the negative growth effects of cuts in capital expenditure that were made to offset the tax losses, and a pullback in private investment (hence, growth and taxes), a situation which is now turning around. Insufficient capital expenditures have contributed to the infrastructure gap, which is seen as a constraint especially for rapid growth in manufacturing. The authors discuss ongoing reforms in revenue mobilization and fiscal adjustment at the state level, which if successfully implemented, will result in a better alignment of public finances with growth by generating further fiscal space for infrastructure and other development spending.

This Selected Issues paper focuses on the fiscal position of Sri Lanka. The standard analysis shows that, prior to the adjustment announced in the 2002 budget, fiscal policy was clearly unsustainable, leading to a rising debt-to-GDP ratio. The paper looks at external debt and complements the analysis of the public debt dynamics. The baseline scenario shows that debt ratios decline significantly in the medium term, as a result of strong growth founded on renewed peace and political stability, far-reaching structural reforms, and stable macroeconomic conditions.
