The Indian Ocean is rapidly emerging as a key focus of international politics. Its strategic energy reserves and natural resources, the growing importance of its ports and shipping lanes, and the rise of India, Indonesia, South Africa, and other littoral nations as increasingly significant regional powers and global players are transforming the Indian Ocean into a major crossroads for multiple security, maritime policy, and governance issues. Rising flows of trade, investment, people, and ideas are linking the Indian Ocean countries to each other and to the rest of the world ever more closely. At the same time, enduring problems ranging from piracy on the high seas to weak and failing states on shore -- as well as territorial disputes in the regional seas and mounting environmental pressures on coastal and marine resources -- pose persistent challenges for maritime policymakers around the Indian Ocean region. This report explores the evolving security, socio-economic, commercial, and environmental trends that will shape the Indian Ocean region in the coming decades and examines their implications for decision-makers and stakeholders. The authors analyze issues including piracy, trafficking, and terrorism; the deployment of naval power; the commercial shipping industry; the future of the Law of the Sea; regional and offshore energy development; natural resources management; and rising stresses on the marine environment.

This up-to-date analysis of the major political issues associated with the Indian Ocean region examines recent developments in South Asia, the Gulf, and Africa and their effect on Indian Ocean security matters and politics. Regional perspectives on the problems of the area are assessed, as are the roles played by the major external powers with regional interests-the United States, the Soviet Union, and France-and such international organizations as the United Nations. Nine of the chapters grew out of the International Conference on Indian Ocean Studies held in Perth, Australia, in August 1979. Three additional chapters were commissioned to ensure a comprehensive view of the issues discussed. This collaboration by recognized authorities is sure to become a standard reference in the field.

This book provides a synoptic view of the Indian Ocean and maritime security in its contested waters. Using a historical approach, it reveals vital links to events in the present day. The volume: Highlights the competition between major Asian powers to control the ‘String of Pearls’ — a reference to the Chinese attempts at controlling the Indian Ocean periphery. Shows that cooperation amongst the major powers of the region could abate the threat of the potential of conflict becoming global and inviting external intervention. Discusses India’s Look-East policy and the deepening relation between India and the Association of Southeast Asian Nations (ASEAN). Argues for the need of Indian Ocean states and particularly the South Asian Association for Regional Cooperation (SAARC) members of the Indian Ocean Rim Association (IORA) to look afresh at their political and security issues and common interests. Suggests measures for evolving a robust mechanism of maintaining the Indian Ocean as a sustainable zone of commerce, energy, security and peace rather than threat. A major contribution on a critical area in Asian geopolitics, this volume will be useful to scholars and researchers of international relations, politics, defence studies and maritime security studies, along with strategic affairs experts and think tanks.

The Indian Ocean, with its critical routes for global commerce, is a potentially volatile location for geopolitical strife. Even as the region’s role in the international economy and as a highway to conflict zones increases, the US has failed to advance a coherent strategy for protecting its interests in the Indian Ocean or for managing complex diplomatic relationships across the region. The Indian Ocean and US Grand Strategy presents a range of viewpoints about whether and how the US should alter its diplomatic and military strategies for this region. Contributors examine US interests in the Indian Ocean, assess the relative critical importance or imperiled nature of these interests, and propose solutions for American strategy ranging from minimal change to maximum engagement. The book concludes with a comparative assessment of these options and a discussion of their implications for US policymakers. This volume’s perspectives and analysis of the Indian Ocean region will be valued by scholars and students of US foreign policy, South Asia, and security studies as well as by diplomats, military officers, and other practitioners.

As humanity enters the Anthropocene epoch the oceans are more at risk than ever before as a result of the increased exploitation of its resources. The Indian Ocean is the third largest ocean in the world comprising 20% of the water on the Earth's surface. The sea lanes in the Indian Ocean are among the busiest in the world with more than 80 percent of global seaborne trade in oil transiting through the Indian Ocean and its vital chokepoints and an estimated 40% of the world's offshore oil production comes from the Indian Ocean. The importance of this region cannot be underestimated and there is no doubt that there are many opportunities for economic growth and job creation presented by the waters washing the shores of the Indian Ocean Rim. In order to ensure a desirable future for humanity it is necessary to make use of the ocean’s resources in a sustainable and responsible manner. Climate change is affecting the Indian Ocean negatively, placing a strain on the ability to ensure food security and damaging the economies of small island states that depend on fisheries and aquaculture for their livelihoods. Increasing ocean temperatures and ocean acidification are taking a toll on ecosystems. This book is the first of its kind, providing fresh insights into the various aspects and impacts of the Blue Economy in the Indian Ocean Region: from shifting paradigms, to an accounting framework, gender dynamics, the law of the sea and renewable energy, this handbook aims at increasing awareness of the Blue Economy in the Indian Ocean Region and to provide evidence to policy-makers in the region to make informed decisions. The contributions are from a mixture of disciplines by scholars and experts from seven countries.

Scholars and policy makers have traditionally viewed portions of the Indian Ocean and the Western Pacific as separate and discrete political, economic, and military regions. In recent years, however, a variety of economic, political, and military forces have made many within the academic community, as well as a growing number of national governmental leaders, change their perceptions and recognize that these maritime expanses are one zone of global interaction. Consequently, political, military, and economic developments in one maritime region increasingly have an impact elsewhere. Analyzing and assessing the contemporary maritime challenges in the Indian Ocean and the Western Pacific, this valuable study highlights the current prospects for peace and security in what is rapidly becoming recognized as an integrated and interactive political, military-strategic, and economic environment. This work will be of interest to researchers and policy makers involved in regional studies, as well as security studies, conflict resolution, military, and peace studies.
