It is estimated that between 90 and 95 percent of all Indian students in the United States are in the public school system. That is approximately 400,000 Indian students. Yet, when we talk about Indian education, it often seems that we tend to overlook the programs affecting Indian and Alaska Native students in our public schools. Many leaders and advocates for Indian education know that a quality education system can help lift communities out of poverty and many of the symptoms associated with poverty. In the face of suicide clusters, increasing domestic violence and growing instances of self-harm and drug addition, students show up at school every day and it is our job to do the best we can for them. Improving educational opportunities can be a starting point for addressing many of the issues that are so prevalent throughout much of Indian Country. We need better approaches to realize stronger, healthier, more stable and better-educated families and communities. This means that HUD housing, USDA, Head Start and the Department of Justice must be at the table with the Indian Health Service, tribal governments and tribal colleges.

About 41,000 students are educated in Bureau of Indian Education (BIE) schools each year. The Department of Defense Education Activity (DoDEA) and the BIE are the only two federally-operated school systems operating in the United States. While they have no schools in Indian Country, the Department of Defense has approximately the same number of schools as the BIE. Yet their proposed replacement school construction budget for next year is $315 million, compared to the BIE's request of $2 million. Many Indian children excel at school, grow up to become teachers, business owners, doctors, lawyers, and government leaders. The Federal Government has important responsibilities in educating Indian children. But what we do not see is consistent, successful academic achievement at the BIE schools. It is critical that we make sure BIE students are getting the support they need to succeed in the classroom.

There is no doubt that Indian higher education has come a long way over the past 30 years. Native enrollment in colleges and universities has more than doubled, and so has the number of degrees earned. Across this Country, there are about 37 tribal colleges and universities serving about 30,000 Native students. However, American Indians are still less likely to attend a four-year institution than other U.S. ethnic groups. Native graduation and persistent rates are also disproportionately low. Precollege factors are a major challenge in Indian higher education. We are not just talking about low scores on college admissions tests or low completion of high school course requirements. We are losing a good portion of Indian students before they graduate from high school. And that has to do with a lack of qualified Native educators, lack of culturally-relevant curriculum, poverty, and family challenges.
