India is growing into one of Asia’s most important military powers. Its defence budget has more than doubled in the past decade, and it imports more arms than anyone else in the world. But India is still seen as a land power focused on long, disputed and militarised borders with Pakistan and China rather than the global military force it was in the first half of the twentieth century under British rule. Is this changing? India is acquiring increasing numbers of key platforms – aircraft carriers, amphibious ships, refuelling tankers and transport aircraft – that are extending its reach to the Indian Ocean littoral and beyond. But most accounts of this build-up have been impressionistic and partial. Indian Power Projection assesses the strength, reach and purposes of India's maturing capabilities. It offers a systematic assessment of India’s ability to conduct long-range airstrikes from land and sea, transport and convey airborne and amphibious forces, and develop the institutional and material enablers that turn platforms into capabilities. It draws extensively on the lessons of modern expeditionary operations, and considers how India’s growing interests might shape where and how it uses these evolving capabilities in the future. This study finds that Indian power projection is in a nascent stage: limited in number, primarily of use against much-weaker adversaries, and deficient in some key supporting capabilities. India’s defence posture will continue to be shaped by local threats, rather than distant interests. Indian leaders remain uncomfortable with talk of military intervention and expeditionary warfare, associating these with colonial and superpower excess. But as the country’s power, interests and capabilities all grow, it is likely that India will once more find itself using military force beyond its land borders.

China's attempts to comprehensively overhaul and modernise its armed forces, and its emphasis on access to modern technology indicate the Chinese leadership determination to build an all-round military capability to fight well beyond its immediate periphery. Coercion, and if that fails, resorting to use of military force have been the logical and natural steps in China's strategy. This marked propensity to use force makes one take note of China's fast burgeoning military capabilities. The rapid modernisation process of China's military would permit it to extend its influence and power well beyond its immediate proximity. This development has serious implications for India's security. But to exaggerate the "Chinese threat" is counter-productive, lest it becomes a self-fulfilling prophecy. While the PRC would like the world to respect it even if out of fear or awe, it is axiomatic that India guard itself against an overestimation of the threat while assessing its potential. The book attempts to search for ways to improve an understanding of China's rapidly rising power status in international politics and its possible implications for India's security.

India's impressive economic growth over the last two and a half decades has brought India's role and interests to the forefront of global politics and statecraft. Importantly, it has put India into a comparative perspective with China, another aspiring Asian great power poised to stiffen competition for resources and influence worldwide. Both are resource-hungry and rapidly emerging powers seeking a new place and role in the global and regional orders. Both are also strategic rivals and consider their immediate neighborhood of Central Asia of growing strategic importance to their grand strategies. For now, China has outperformed India in Central Asia on all counts, securing the region as a key resource base and platform for power projection. India launched the "Connect Central Asia" policy in 2012 to shore up its presence, but the policy has not yet secured for it even a remotely comparable stake in the region due to aspects of India's strategic culture and geopolitical constraints. Meanwhile, the U.S. strategic presence in the region leaves much to be desired. The United States is withdrawing from Afghanistan without major political or military gains from the conflict that has cost it and its partners a fortune in lives and money. The future of its military infrastructure and relationships with countries in Central-South Asia is a big unknown, with regional partners equating the U.S. military pullout with its waning commitment to support the regional economic and security order. To help unlock their strategic potentials, Delhi and Washington should join forces and cultivate a strategic partnership that makes Central Asia its major pillar. Until then, neither Delhi, nor Washington is likely to succeed.

This book is the first major exploration of Indian political economy using a constructivist approach. Arguing that India’s open-economy policy was made, justified, and continued on the basis of the idea of openness more than its tangible effect, the book explains what sustained the idea of openness, what philosophy, interpretations of history, and international context gave it support, justification, and persuasive force. Drawing on a wide range of contemporary and historical sources, and going as far back as the 19th century, the author reconstructs how Indian policymakers have interpreted economic priorities, perceived success and failure, and evaluated the destiny of their nation. By the 1990s, their imperatives increasingly highlighted a sense of rivalry, especially with China, and globalism, a desire to play a strong role in world affairs.
