O Observatório das Migrações, com génese em 2002, tem assumido como prioridade aprofundar o conhecimento sobre as populações imigrantes residentes em Portugal, informando decisores políticos para a definição de políticas públicas e iniciativas legislativas para a integração de imigrantes, e sensibilizando a opinião pública em geral, combatendo mitos e estereótipos acerca dos imigrantes através de factos e dados estatísticos. Para cumprir essa missão o Observatório das Migrações tem recorrido a inúmeras fontes estatísticas e administrativas disponíveis em Portugal com dados desagregados por nacionalidade, sistematizando e analisando essa informação com o intuito de melhor caracterizar a situação das populações estrangeiras no país nas mais variadas dimensões que compõem o seu processo de integração. Neste relatório são analisados mais de três centenas de indicadores acerca da integração de imigrantes, distribuídos por quinze dimensões analíticas, de mais de quatro dezenas de fontes de dados estatísticos e administrativos, reforçando a Coleção Imigração em Números do Observatório das Migrações, lançada em 2014 com coordenação científica de Catarina Reis de Oliveira. Todos os relatórios encontram-se em livre acesso no sítio do Observatório das Migrações em www.om.acm.gov.pt. Os Relatórios Estatísticos Anuais de Indicadores de Integração de Imigrantes de Portugal publicam e analisam informação que vai muito para além dos indicadores de integração de imigrantes recomendados pela Comissão Europeia (na Declaração de Zaragoza) e concretizam medidas previstas nos planos de ação de integração de imigrantes em Portugal, nomeadamente a medida 6 do Plano Estratégico para as Migrações implementada entre 2015 e 2020, para a “melhoria dos dados oficiais sobre a integração dos migrantes”, que o Observatório das Migrações promove em parceria com o Instituto Nacional de Estatística, e a medida 1 do objetivo 1 do Plano Nacional de Implementação do Pacto Global das Migrações (Pacto aprovado pela Assembleia-Geral das Nações Unidas) em implementação em Portugal desde 2019 para incrementar a qualidade da informação administrativa e estatística, “assegurando a sua divulgação através dos relatórios anuais elaborados pelo Observatório das Migrações.”

Cultural and natural heritage are central to ‘Europe’ and ‘the European project’. They were bound up in the emergence of nation-states in the eighteenth and nineteenth centuries, where they were used to justify differences over which border conflicts were fought. Later, the idea of a ‘common European heritage’ provided a rationale for the development of the European Union. Now, the emergence of ‘new’ populist nationalisms shows how the imagined past continues to play a role in cultural and social governance, while a series of interlinked social and ecological crises are changing the ways that heritage operates, with new discourses and ontologies emerging to reconfigure heritage for the circumstances of the present and the uncertainties of the future. Taking the current role of heritage in Europe as its starting point, Critical Heritage Studies and the Futures of Europe presents a number of case studies that explore key themes in this transformation. O Observatório das Migrações (OM) tem assumido como prioridade aprofundar o conhecimento sobre as populações imigrantes residentes em Portugal, informando decisores políticos para a definição de políticas públicas e de iniciativas legislativas para a integração de imigrantes, e sensibilizando a opinião pública em geral, combatendo mitos e estereótipos acerca dos imigrantes através de factos e dados estatísticos. Para cumprir a sua missão o OM tem recorrido a inúmeras fontes estatísticas e administrativas disponíveis em Portugal e que dispõem de dados desagregados por nacionalidade, sistematizando e analisando essa informação com o intuito de melhor caracterizar a situação das populações estrangeiras no país nas mais variadas dimensões que compõem o seu processo de integração, mobilizando deste modo – com as devidas ressalvas – de forma integrada diversas naturezas de dados. Em 2014 o OM lançou a Coleção Imigração em Números com o objetivo fundamental de fomentar a análise e disseminação de dados, respondendo nomeadamente às preocupações da Comissão Europeia em assegurar que todos os Estados-membros disponham de indicadores e mecanismos de monitorização da situação de integração dos imigrantes (e.g. Programa de Estocolmo, Declaração de Zaragoza). Esta Coleção do OM foi inaugurada com um Relatório Estatístico Decenal, baseado na análise de 19 fontes nacionais de dados para o intervalo temporal de 2001 a 2012, comparando nomeadamente dados acerca das populações residentes de nacionalidade estrangeira dos dois últimos Recenseamentos Gerais da População. Reforçando esta coleção, pretende-se com este volume iniciar a edição de relatórios anuais que reúnem dados estatísticos e administrativos disponíveis anualmente em várias fontes nacionais, assumindo que na maioria dessas fontes há uma décalage de dois anos para efeitos analíticos. Por forma a garantir a comparabilidade da informação recolhida para um mesmo intervalo temporal assume-se iguais anos de referência para todas as fontes consideradas, mesmo quando algumas dessas fontes podem dispor de dados ligeiramente mais atualizados. Procura-se, deste modo, assegurar a objetividade na comparação das tendências observadas para a diversidade de fontes analisadas. Assim esta nova edição, atualizando o relatório estatístico decenal na maioria dos indicadores considerados, incide as análises nos anos de referência de 2013 e 2014. Os dados sistematizados nesta Coleção encontram-se igualmente disponíveis no sítio do Observatório das Migrações em www.om.acm.gov.pt numa área própria denominada “Compilações Estatísticas” (podendo em algumas secções estarem dados mais recentes disponíveis) permitindo a todos os interessados acederem aos mesmos indicadores e a procederem a outros tratamentos e análises.

Decolonization represented the end of colonial rule, but did not eradicate imperial and colonial categories and mythologies. Communities around the world face challenges in how to assist the influx of refugees and immigrants, who arrive with only the clothes on their backs. They may have health problems and have experienced violence and trauma before they arrived in their new communities. They require healthcare, housing, education, jobs, financial & material support, and childcare, to name a few. Some arrive with families, but often, children and youth arrive unaccompanied and are in need of special care. Even well-intentioned and resource-rich communities may find themselves taxed as they struggle to help everyone in need. This book is framed by a human rights approach and highlights how social structures and institutional processes impact the lives of refugee and asylum-seeking children. Social institutions around the world tend to experience a similar type of challenge in serving this population. These challenges are examined in this book as recommendations for actions provided. The authored contributions present different perspectives on processes, interactions, policies, practices, and laws embedded in a variety of institutions and community social interactions. Reconhecendo que o volume de pessoas deslocadas contra a sua vontade atingiu desde 2015 valores inéditos no mundo, com muito rápida evolução, em consequência de guerras, conflitos armados ou violação dos direitos humanos, e que Portugal, apesar de não se destacar como um destino de refugiados, não esteve alheio a esta nova realidade migratória, tendo densificado a entrada de requerentes e beneficiários de proteção internacional no país, o Observatório das Migrações (OM) lança esta nova linha editorial da Coleção Imigração em Números de Relatórios Estatísticos do Asilo anuais - Requerentes e Beneficiários de Proteção Internacional em Portugal -, com coordenação científica de Catarina Reis Oliveira. De forma geral, é claro que os movimentos de requerentes e de beneficiários de proteção internacional da última década na Europa, incluindo Portugal, têm colocado profundos desafios ao regime de direitos humanos e aos enquadramentos legais existentes. O panorama legal e institucional, internacional e nacional, são amplos e complexos, tendo sido revistos e aprofundados nos últimos anos (em especial desde 2015), integrando a intervenção de múltiplos atores, com quadros de competências e de articulação complexos, e variáveis em função dos mecanismos de entrada e de pedido de proteção internacional (e.g. pedidos espontâneos ou entradas ao abrigo de mecanismos europeus, como o da reinstalação, da recolocação, ou ainda da recolocação ad hoc de barcos humanitários e da proteção temporária a deslocados da Ucrânia). O melhor conhecimento acerca da entrada, do acolhimento e da integração dos requerentes e beneficiários de proteção internacional é essencial para a definição e aprofundamento de políticas e respostas públicas, sendo porém desafiado pela falta de dados e pela dispersão de informação por múltiplas instituições com critérios distintos de recolha. Assim, reconhecem-se desafios à monitorização sistemática desta realidade e identificam-se lacunas na compreensão de como se processa e evolui a entrada, o acolhimento e a integração de requerentes e beneficiários de proteção internacional ao longo dos anos em Portugal. Retratar uma realidade sobre a qual se quer mais informação estatística e mais conhecimento científico, agir sobre as representações sociais, divulgando factos para contrariar mitos, e capacitar as decisões políticas com mais informação, são por isso os objetivos fundamentais deste relatório estatístico do OM que vem reforçar a Coleção Imigração em Números. Estes relatórios estatísticos do asilo passam a disponibilizar anualmente dados, internacionais e nacionais, para informar decisores políticos e sensibilizar a opinião pública, contribuindo também para a sistematização, análise e disseminação de informação estatística e administrativa respeitante à política de asilo de Portugal que se encontrava dispersa. Foca-se a análise nos dados disseminados por fontes internacionais (e.g. ACNUR, EUROSTAT) e nos dados administrativos de fontes nacionais que acompanham o processo (e.g. SEF, ISS, ACM, SCML, CPR), para salientar tanto as principais tendências e características sociodemográficas dos requerentes e beneficiários de proteção internacional em Portugal ao longo do tempo, como a realidade do acolhimento e da integração daqueles que obtêm acompanhamento social de instituições no país. De forma a garantir a comparabilidade da informação recolhida e analisada assumem-se iguais anos de referência para todas as fontes consideradas. Estes Relatórios Estatísticos do Asilo do OM contribuem, por um lado, para a concretização do estipulado na Resolução da Assembleia da República n.º 292/2018 – que recomendou a elaboração e apresentação de um relatório anual sobre a política de asilo em Portugal –, e, por outro lado, complementam a execução da primeira medida do Plano Nacional de Implementação do Pacto Global das Migrações publicado em Diário da República a 20 de agosto de 2019 (Resolução do Conselho de Ministros n.º 141/2019), que estabelece no objetivo 1 a prioridade de “recolher e utilizar informação precisa e discriminada para definição de políticas assentes em dados concretos” e que determina na primeira medida “criar uma rede de pontos focais para a uniformização da recolha de dados de acolhimento e de integração de migrantes, incrementando a qualidade da informação administrativa e estatística e assegurando a sua divulgação através de relatórios anuais, elaborados pelo Observatório das Migrações”.
